In response to the call of the 48th World Health Assembly for a substantial revision of the International Health Regulations, this new edition of the Regulations will enter into force on June 15, 2007. The purpose and scope of the Regulations are "to prevent, protect against, control and provide a public health response to the international spread of disease in ways that are commensurate with and restricted to public health risks, and which avoid unnecessary interference with international traffic and trade." The Regulations also cover certificates applicable to international travel and transport, and requirements for international ports, airports and ground crossings.

Image-Based Rendering examines the theory, practice, and applications associated with image-based rendering and modeling. As leading researchers in the field, the authors combine their unique experiences in computer graphics, computer vision, and signal processing to address the multidisciplinary nature of IBR research. The topics covered vary from IBR basic concepts and representations on the theory side to signal processing and data compression on the practical side. Several IBR systems built to-date are examined. Rather than focusing on 3D modeling aspects, which have been extensively treated elsewhere in the vision literature, the book focuses primarily on IBR. One of the only titles devoted exclusively to IBR, this book is intended for researchers, professionals, and general readers interested in the topics of computer graphics, computer vision, image process, and video processing. Advanced-level students in EECS studying related disciplines will be able to seriously expand their knowledge about image-based rendering.

While Americans are generally aware of China's ambitions as a global economic and military superpower, few understand just how deeply and assertively that country has already sought to influence American society. As the authors of this volume write, it is time for a wake-up call. In documenting the extent of Beijing's expanding influence operations inside the United States, they aim to raise awareness of China's efforts to penetrate and sway a range of American institutions: state and local governments, academic institutions, think tanks, media, and businesses. And they highlight other aspects of the propagandistic “discourse war” waged by the Chinese government and Communist Party leaders that are less expected and more alarming, such as their view of Chinese Americans as members of a worldwide Chinese diaspora that owes undefined allegiance to the so-called Motherland.Featuring ideas and policy proposals from leading China specialists, China's Influence and American Interests argues that a successful future relationship requires a rebalancing toward greater transparency, reciprocity, and fairness. Throughout, the authors also strongly state the importance of avoiding casting aspersions on Chinese and on Chinese Americans, who constitute a vital portion of American society. But if the United States is to fare well in this increasingly adversarial relationship with China, Americans must have a far better sense of that country's ambitions and methods than they do now.

Industrial Development For The 21st Century written by David O'Connor and has been published by Zed Books this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008-06-01 with Business & Economics categories.

With very few exceptions, industrial development has been central to the process of structural transformation which characterises economic development. Industrial Development for the 21st century examines the new challenges and opportunities arising from globalization, technological change and new international trade rules. The first part focuses on key sectors with potential for developing countries, focussing on two key themes. First, traditional points of entry for late industrializers - like textiles and clothing - have become even more intensely competitive than ever before, requiring more innovative adaptive strategies for success. Second, countries now recognize that manufacturing does not exhaust the opportunities for producing high value-added goods and services for international markets. Knowledge intensity is increasing across all spheres of economic activity, including agriculture and services, which can offer promising development paths for some developing countries. The final section addresses social and environmental aspects of industrial development. Labour-intensive, but not necessarily other patterns of industrial development can be highly effective in poverty reduction though further industrial progress may be less labour-intensive. A range of policies can promote industrial energy and materials efficiency, often with positive impacts on firms' financial performance as well as the environment. Promoting materials recycling and reuse is an effective, if indirect means of conserving resources. Finally, the growth of multinational interest in corporate social responsibility is traced, with consideration given to both the barriers and opportunities this can pose for developing country enterprises linked to global supply chains.

Famine In North Korea written by Stephan Haggard and has been published by Columbia University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2007-02-27 with History categories.

In the mid-1990s, as many as one million North Koreans died in one of the worst famines of the twentieth century. The socialist food distribution system collapsed primarily because of a misguided push for self-reliance, but was compounded by the regime's failure to formulate a quick response-including the blocking of desperately needed humanitarian relief. As households, enterprises, local party organs, and military units tried to cope with the economic collapse, a grassroots process of marketization took root. However, rather than embracing these changes, the North Korean regime opted for tentative economic reforms with ambiguous benefits and a self-destructive foreign policy. As a result, a chronic food shortage continues to plague North Korea today. In their carefully researched book, Stephan Haggard and Marcus Noland present the most comprehensive and penetrating account of the famine to date, examining not only the origins and aftermath of the crisis but also the regime's response to outside aid and the effect of its current policies on the country's economic future. Their study begins by considering the root causes of the famine, weighing the effects of the decline in the availability of food against its poor distribution. Then it takes a close look at the aid effort, addressing the difficulty of monitoring assistance within the country, and concludes with an analysis of current economic reforms and strategies of engagement. North Korea's famine exemplified the depredations that can arise from tyrannical rule and the dilemmas such regimes pose for the humanitarian community, as well as the obstacles inherent in achieving economic and political reform. To reveal the state's culpability in this tragic event is a vital project of historical recovery, one that is especially critical in light of our current engagement with the "North Korean question."
