Over the past decade the importance of natural resources for sustainable agricultural development has been increasingly discussed at international forums and conferences. Aside from the sustainable management of soil, water, and air, it now seems to be accepted that the sustainable management of genetic resources is one of the four indispensable preconditions for a sustainable agriculture. The discussion on conservation of plant genetic resources for food and agriculture (PGRFA), however, has to reflect the costs of conservation as well. These have not yet been discussed intensively. The study analyzes the conservation costs of plant genetic resources; it also assesses the effectiveness of conservation and the efficiency of the different conservation instruments. It is based on extensive surveys in relevant countries. Following the detailed cost and impact analysis, the results show that the effectiveness of conservation strategies may be increased.

The Convention on Biological Diversity (CBD) strives for the sustainable and equitable utilization of genetic resources, with the ultimate goal of conserving biodiversity. The CBD and the Nagoya Protocol which has since been elaborated suggest a bilateral model for access to genetic resources and the sharing of benefits from their utilization. There is concern that the bilateral exchange "genetic resource for benefit sharing" could have disappointing results because providers are left out of the process of research and development, benefits are difficult to be traced to sources, and providers owning the same resource may complain of being excluded from benefit sharing. Thus, the CBD objective of full utilization and equitability may become flawed. Common Pools of Genetic Resources: Equity and Innovation in International Biodiversity Law suggests common pools as a complementary approach to bilateralism. This is one of the first books to reply to a number of complex legal questions related to the interpretation and implementation of the Nagoya Protocol. Taking an inductive approach, it describes existing pools and analyzes how they are organized and how they perform in terms of joint R&D and benefit sharing. This Special Issue critically reviews the history of global conservation and use efforts that have been undertaken over the past 70 years to curb genetic erosion of our crop plant gene pools for the benefit of humankind. With the worldwide establishment of genebanks to conserve the threatened genetic resources for the long term, the establishment of a legal framework since the early 1990s, and the increasing reluctance of individual countries to readily share genetic resources, the need for global coordination, standard-setting, and sharing of responsibilities became obvious. As a result, the Food and Agricultural Organization of the United Nations (FAO) evolved, coordinated, and facilitated a somewhat spontaneous development of a global conservation and use system. The present system has its strengths but also its significant shortcomings and problems. Against this backdrop, the Guest Editors conceived this SI and invited well-known conservation and use arena stakeholders to contribute. As a result, a very interesting and relevant assemblage of views, opinions, experiences, conclusions, and recommendations concerning the global conservation and use system is presented in this reprint of the individual contributions to the SI.
