La participación ciudadana, ese concepto tan enarbolado y adornado con tanta frecuencia en la retórica del pensamiento de diseño urbano, ha sido envilecido por algunos y corrompido por otros de tal forma que se hace difícil apreciar para que sirve a pesar de la obviedad sintáctica que reúnen ambas palabras. El espacio público, ese elemento esencial en la vida de los ciudadanos, que por sus condiciones físicas, espaciales, simbólica y representativa, puede testificar la calidad democrática, la justicia social y la equidad urbana de las ciudades. En el contexto del imparable proceso de globalización que moviliza la gestión de las ciudades en la actualidad, la producción del espacio público se ha convertido en una vía que puede posicionar a las ciudades como referentes, procurando no sólo el reconocimiento externo sino también el desarrollo en múltiples niveles y dimensiones al interior de las ciudades. No obstante, las prácticas tradicionales de producción, no resultan siempre ser efectivas para mejorar la calidad de vida de los ciudadanos y mantener un equilibrio entre el crecimiento de las ciudades y las aspiraciones de los ciudadanos Y en muchos casos los procesos decantan en conflictos sociales y urbanos. Ahora bien, ¿podría ser competitiva una ciudad diseñada a través de la participación ciudadana ¿Hasta qué punto una "ciudad participativa" puede consolidarse como atractivo sin ir en detrimento de los intereses de los locales? ¿De qué manera los proyectos de espacio público pueden asumir la participación ciudadana, sin caer en ejercicios superficiales de consulta e información a usuarios? ¿Cuándo y cómo resulta efectiva la participación ciudadana? Y en esta medida, el presumible éxito de estas intervenciones, ¿es coherente con la vivencia y utilización del espacio? ¿O por el contrario simplemente hacía parte del discurso colectivo de promoción de los procesos participativos o de los proyectos de estos espacios públicos? ¿Puede el diseño participativo del proyecto de espacio público ser la respuesta para lograr ciudades socialmente justas, garantizando el derecho a la ciudad y responsabilizando a los ciudadanos con la formalización de la misma? Todas estas cuestiones redundan sobre la base conceptual de un modo específico de hacer la ciudad: La participación ciudadana como fundamento de las relaciones entre el marco institucional del Estado, el ámbito de los profesionales de lo urbano y la dimensión de la población. Esta tesis aborda la producción de espacio público desde la perspectiva de la participación ciudadana en el proceso de diseño de los proyectos; partiendo de la premisa de que diseñar el espacio público se convierte en una oportunidad indiscutible para poner en valor el papel de la ciudadanía y reivindicar los principios rectores de la democracia en la ciudad. Es decir, una oportunidad para que el hacer ciudad sea un proceso transversal y colectivo, en el que la inclusión de la población es la clave para la realización de los proyectos, pero también, para consolidar aspectos como la identidad con el lugar y los niveles de afección de los ciudadanos con respecto al espacio en el que se desarrolla su vida en común con los otros. En definitiva, una garantía para lograr ciudades socialmente sostenibles, democráticas, equitativas y justas.
