"The role of producer organizations in market chains has received increasing attention in recent years, both from governments and donors. In order to lower transaction costs, markets demand that smallholder farmers operate in an organized manner. However, though the policy openings for support seem promising, smallholder market access through farmer-led economic organisations is not easy. This book presents various approaches to support producer organisations in terms of providing economic services to their members, with a focus on developing countries. Markets are increasingly fragmented in value chains that link farmers with specific processors, retailers and consumer segments. Several contributions in this book analyse these dynamics in specific value chains, such as the fair trade and organic agriculture and their potential to provide market outlets for smallholder farmers. This book is the result of a Dutch partnership between policy makers, researchers and practitioners designed to confront ideas with realities. Organized in a platform called Agri-ProFocus, members aim to provide more and better support to producer organisations in the South. Through so-called expert meetings, staff from donor organisations and knowledge centres, government officials, and business representatives, share their experiences and lessons learned. The experiences presented in this book are not recipes for instant success, but instead, highlight that support processes are often more fragile and slower moving than policy makers realise. Agricultural producers may use collective action to achieve common interests related to their agricultural activities. Such cooperation might range from the planning of production to placing products on the market. Producer organisations (POs) often also sell products of their members and perform activities such as e.g. joint purchase of inputs, storage, transport and logistics, quality control but also many other activities. The Common Agricultural Policy (CAP) actively promotes organisations among agricultural producers and considers collective action an important self-help tool for strengthening the positions of farmers in the food supply chain. Regulation (EU) No 1308/2013 (Common Market Organisation - CMO Regulation) expressly recognises the added value of horizontal cooperation at primary production level when it states that "producer organisations and their associations can play useful roles in concentrating supply, in improving the marketing, planning and adjusting of production to demand, optimising production costs and stabilising producer prices, carrying out research, promoting best practices and providing technical assistance, managing by-products and risk management tools available to their members, thereby contributing to strengthening the position of producers in the food supply chain". Therefore, the CMO Regulation establishes rules for the recognition of producer organisations (recognised POs) and associations of producer organisations (recognised APOs). Recognised POs/APOs can obtain certain start-up funding under the rural development rules or financing via operational funds in the fruit and vegetable (FV) sector, and they can profit from certain derogations from EU competition rules. Previous EU-wide studies that have been conducted in this area fall short of providing a general overview of the number, legal forms and type of activities carried out under horizontal cooperation arrangements, which European farmers resort to today. In addition, the functioning of POs/APOs as well as the incentives and disincentives of producers to create POs and the impact that POs have on their members and on the food supply chain has not been described in detail in the majority of EU Member States. Against this background and based on a European Parliament initiative, the Directorate-General for Agriculture and Rural Development (DG AGRI) of the European Commission commissioned an "analysis of the best ways for producer organisations to be formed, carry out their activities and be supported" that started in December 2017 for a duration of 15 months.

On 1 May 1 2004, after a 14-year transitional period from central planning to market economics, eight Central and Eastern European (CEE) countries (the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia) became members of the European Union (EU). Bulgaria and Romania are preparing for accession and are expected to join in 2007. Croatia submitted its application for membership in 2002 and Macedonia in 2004. Part One of this paper presents an overall analysis of the situation and development of producer groups and farmer cooperatives across the CEE countries, including the new EU members, the applicant countries and Balkan states alike. Part Two provides a case study of FAO's experiences and lessons learned with technical assistance programmes and projects in the subregion. The example presents a number of practical suggestions as to how development organisations, governments, donors and advisers might be best able to facilitate the formulation and implementation of policies and strategies that promote the further development of more autonomous and financially sustainable producers' organisations and cooperatives in CEE countries.

Organising small producers for dealing with production and market risks has been an issue of much debate and research. The co-operative model has been the predominant form of organization of such producers in the past across the developing world and more so in India whether for input supply or output handling and marketing. In 2002, the Companies Act was amended to make space for producer or farmer companies under the Act. As a result, over the last decade, hundreds of producer companies have been promoted by different stakeholders like government, NGOs, farmers’ unions and some corporate agencies to link farmers with markets and create better bargaining power to deal with modern and changing markets. In this context, this study examines the nature and process of promotion of producer companies in India and their performance and dynamics across four states, commodity sectors, and promoters within agricultural sector with the help of case studies of two dozen such companies. It compares and contrasts the Indian producer company structure with traditional co-operatives and with similar innovations in other contexts like Sri Lanka’s farmer companies. The study analyses the performance and the problems of the producer companies from various perspectives, and examines policy and organizational issues to provide guidelines for better structuring and management of this innovative form of producer collectivization in India and the developing world.

Strengthening agricultural producer organizations (POs) and cooperatives has been recognized as a key way forward to support farmers in the West Bank and Gaza Strip (WBGS) and, in turn, promote food security, income generation and private sector development. [Author] Agriculture in the WBGS is characterized by smallholdings; there are just over 110 000 of these, and 90 percent are classified as small or medium-sized. [Author] the annual report on states that have limited or absent governance capability and are vulnerable to conflict or collapse. [Author] Yet, few would deny the extreme fragility of the WBGS given the conflict situation, a deadlocked political process and failing state and institutional performance. [Author] Access restrictions to natural resources, movement restrictions affecting goods and people, a longstanding economic food-access crisis, high unemployment rates, the breakdown of livelihoods, the COVID-19 pandemic and insufficient institutional capacity to respond have all negatively impacted the lives of the population. Forest landscapes are inhabited by approximately 1.5 billion people. The aggregate gross annual value of these smallholder producers approaches US$1.3 trillion. Adding value to that production, through financial investment, will be key to delivering the Sustainable Development Goals (SDGs). Therefore, access to finance is an important issue. The Forest and Farm Facility (FFF) commissioned this scoping paper to assess what might be done to improve access to finance. Organisation of forest and farm producers allows finance to be channelled toward valueadded investments. But the motivation to form forest and farm producer organisations (FFPOs) varies with context, from the desire to secure resource rights for Indigenous peoples in the forest core, to the desire to strengthen economic scale efficiencies in periurban forest product processing industries. The scale and type of finance needs vary and span enabling investments (grants or concessional loans)through to asset investments (market-rate capital that requires a return). Access to finance for FFPOs requires tailored approaches. For FFPOs, enabling investments in four key areas are needed to create the conditions and necessary track record to attract asset investment: (i) secure commercial rights; (ii) strong organisation for scale; (iii) appropriate technical extension; and (iv) fair market access and business incubation. Enabling investments of this sort make FFPO businesses bankable and affords them access to finance.

More specifically, it examines how access to social and cultural services can facilitate women’s participation in economic and political life. The producer organisation business model provides advantages in creating job opportunities and access to markets for women, positive spill-over effects in both household and group businesses, and access to social services such as vocational trainings, childcare and maternity leave – all of which support women to participate in the labour market on a more equal footing with men.
