The 26 scholars contributing to this volume have helped shape the field of Indonesian studies over the last three decades. The model contract for oil and gas development known as the Production Sharing Contract (PSC) originated in Indonesia in 1966 and enjoyed over a decade of successful implementation, with minor adjustments, in several oil-producing countries. In more recent years, however, numerous problems have arisen as changes in economic realities have driven the level of private investment down. This penetrating study, the only one of its kind, uses legal analysis as well as historical data to pinpoint the reasons for the initial success of the PSC and for its subsequent and persistent frustrations for investors. The author first examines the original Indonesian contract, along with the variants adopted in Malaysia and the People's Republic of China, and then proceeds to an in-depth analysis of the main clauses and their amendments and execution in all three countries. Taking into account various commissioned surveys and emerging policies and strategies espoused by both governments and industry representatives, he concludes with a detailed proposal for an overhauled contract that allows for meaningful adjustments, or even renegotiation, when the balance of interests between parties changes substantially. Focusing as it does on some central issues in global economic development, The Indonesian Production Sharing Contract will be of great value to lawyers, multinational corporate executives, and policymakers far beyond the Asia-Pacific region.

At a fairly early stage of socialism's penetration into the Afro-Asian world, a handful of European social democrats established an Indian Social-Democratic Association (lSDV). They did so in a country, Indonesia, that was economically little developed and far away from any of the centres of European socialism and Asiatic radical-national ism. The ISDV was soon able to bring its influence to bear on sec tions of the urban proletariat and to build up an Indonesian revol utionary movement. This occurred in sharp competition with a nascent nationalist leadership, and then without the usual inter mediary role played by radicalizing groups of native intelligentsia. In this way, Dutch social democrats laid the foundations for one of the first communist parties in Asia and Africa, a party which was des tined to become one of the few communist mass parties of the Third World. However, in contrast to the major communist movements of China-Vietnam, this Indonesian party was to demonstrate a basic weakness: successive and catastrophic defeats. ! If we leave out Japan, the only non-Western country where a capi talist industrial revolution occurred, we see that foreign and particu larly Western minorities frequently did playa dominant role in the initial and formative phases of the socialist and workers' movements of the Afro-Asiatic world.

This paper proposes an overview of the development of oil palm production in Indonesia combining two levels: (i) a national and historical perspective of the development of the sector; (ii) a regional approach considering two contrasting provinces, Riau and Jambi. Starting with colonial times, the national approach deals first with the main periods that punctuate the development of oil palm plantations up to the contemporary period, marked by the liberalization of the economy. It emphasizes several factors that played a strategic role in the development of palm oil production, such as the role of the State and migration. After presenting the different models that structure the relationships among stakeholders and how these relationships have evolved, the role of small family planters is analyzed. This section ends with a review of some controversial issues: livelihood improvement, land tenure and customary rights, inclusion versus exclusion, market risks, forest and environmental threats and governance. The regional approach gives context to the development of palm oil production within two territories that have different historical backgrounds, with Jambi entering into production relatively recently. In each of the two provinces, the themes and issues involved in palm oil development identified at national level are analyzed, with specific emphasis on stakeholders’ strategic behaviours. The paper concludes with a comparative perspective on both provinces.

THE quadrupling of oil prices within a few months in late 1973 and early 1974 brought to an abrupt end the era of inexpensive oil. Since then the continuing increases in the price of oil traded in the international market and the higher prices of imports of manu factured goods have seriously disrupted the foreign exchange balances of many developing countries and forced them to replan their development programmes. The impact of high oil prices is felt in every country, whether developed or developing, and has brought to world attention the fact that not only are petroleum resources in limited supply and exhaustible but also that substitutes cannot be found easily or quickly. In a world faced with the certainty of declining supplies of petroleum there is widespread interest and concern among all the oil producing countries to evaluate the extent of their petroleum resources and to examine more closely the problems of their development, rates of depletion and methods of conservation. The present work reviews some of the above issues and problems in relation to Indonesia, an OPEC member, and the major oil producing country in South-East Asia. More specifically, it seeks to provide the reader with an overview of the petroleum resources of the country their nature, extent, distribution as well as the problems of their development.
