This important new book deals with the changing nature of war in the post-Cold War era and the emergence of new forms of warfare in which warlords, mercenaries and terrorists play an increasingly important role. In the modern era, warfare came to play a crucial role in the formation of states, whereas the new wars emerging at the beginning of the 21st century have mostly gone together with the failure or collapse of states. The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law. Normative conflicts center on fundamental disagreements over issues of public morality and the identity of a society. In thinking about normative conflicts on a global scale, two principal questions arise. First, are there common characteristics of such conflicts worldwide? Second, which institutions polarize such conflicts and which can serve to mediate them? This pathbreaking book, edited by renowned sociologist Peter Berger, examines both questions through findings gained from a study of normative conflicts in eleven societies located in different parts of the world and at different levels of economic development. On both points, the findings have proved surprising. Although there are, of course, normative conflicts peculiar to individual societies, two features emerged as common to most of the societies examined: one concerns disputes over the place of religion in the state and in public life; the other is a clash of values between a cultural elite and the broad masses of the population. Often the two features coincide. For instance, in many countries the elite is the least religious group within the population, and therefore, resentments against the elite are often mobilized under religious banners. On the institutional question, the study started out with a bias toward the institutions of so-called “civil society” that is, the institutions that stand between the personal life of individuals and the vast mega-structures of a modern society. The finding is that the same institutions can either polarize or mediate normative conflicts. The conclusion suggests one must ask not just what sort of institutions one looks to for social cohesion, but what ideas and values inspire these institutions. Comprising reports from some of the leading scholars dealing with normative conflict, this book is an important contribution to understanding the cultural fault lines that threaten social cohesion.

Editors’ Foreword The fundamental changes currently taking place in the national and international science landscapes can no longer be overlooked. Within those changes, reforms do not go ‘as planned’ but, as is always the case with processes of rationali- tion, have a series of unintended effects. At the same time it becomes incre- ingly clear who in this process are the winners and who are the losers, although this is still subject to fluctuation and change. This can be illustrated by two - amples from current events: Where the range of taught courses is concerned, as part of the Bologna Process the new structuring of student study paths and their organisation is aimed at unifying the European area of science to ensure a study that is equally permissive and efficient. However, it is to be deplored that the mobility of s- dents has become more restricted because of an increasing specialisation in the available study paths. Also, bachelor degrees do not meet with the anticipated high response from the labour market in all countries, so that the master’s degree is becoming more or less a ‘must’, while at the same time the number of study places on master’s courses is limited. Instead of the intended reduction in the duration of study time in comparison to the previous German ‘Magister’ and ‘Diplom’, rather a prolongation in the duration of studies has been recorded.
