Its detailed and up-to-date account of the organization and use of evaluation in eight Western, democratic countries—Canada, Germany, United Kingdom, United States, Denmark, Holland, Norway, and Switzerland—shows how evaluation functions at different levels of development. Focusing on the national or federal level of government, this volume presents a systematic and comparative view of eight nations at different stages of the development, institutionalization, and utilization of evaluations. All of these original contributions have been written by academics and government officials involved in the production and use of evaluation findings. Each shows how their respective country has moved to institutionalize evaluation at the federal level, and each explores the reasons for that institutionalization. Among them are managerial accountability, the increased complexity of the decisions facing policymakers, federally sponsored social change that needs to be tracked and assessed, and the increasing recognition that political power comes to those who possess such information. The contributions share coherence, a common analytic framework and use of key terms, resulting from the authors’ three-year dialogue as members of the Working Group on Policy and Program Evaluation sponsored by the International Institute for Administrative Sciences located in Belgium. "The GPRA Modernization Act of 2010 (GPRAMA) aims to ensure that agencies use performance information in decision making and holds them accountable for achieving results and improving government performance. GPRAMA requires GAO to evaluate the act's implementation; this report is one of a series to assess its initial implementation. GAO examined the extent of agencies' use of program evaluations--a particular form of performance information, factors that may hinder their use in program management and policy making, and strategies that may facilitate their use.GAO surveyed a stratified random sample of 4,391 federal civilian managers and supervisors to obtain their perspectives on several results-oriented management topics, including the extent of and barriers to their evaluation use. GAO also interviewed the Office of Management and Budget and evaluators on barriers to evaluation use and strategies to facilitate it at five agencies selected for their evaluation experience in the Departments of Agriculture, Health and Human Services, and Labor. These officials' views cannot be generalized but provide useful insights."

The International Group for Policy and Program Evaluation (INTEVAL) serves as a forum for scholars and practitioners of public policy to discuss ideas and developments as a community dedicated to enhancing the contribution of evaluation to government. From the group's studies has emerged a concern with the impact of public management reforms. Collaboration in Public Services examines collaboration in the delivery of public policies and identifies the challenges for policy and program evaluation. Written by a mix of academics, program managers, evaluators, and auditors, this volume explores the forms and challenges of collaboration in different national contexts. Chapter 1 introduces the notion and manifestations of collaboration and discusses emerging issues. Chapter 2 examines partnerships and networks of public service delivery. Chapter 3, drawing on Dutch and British data, reveals the QUANGO as both a collaborative end and means. Chapter 4 analyzes Israel's push to enhance collaboration with voluntary organizations. Chapter 5 examines the Canadian and Danish experiences. Chapter 6 suggests that the creation of markets to improve quality has not been totally successful at least in Nordic countries. Chapter 7 suggests that traditional service values such as trust and parliamentary accountability are challenged by the complexity of collaboration, but, using illustrations from Canada and other OECD countries, argues that results-based governance can increase trust, flexibility, and empowerment. Chapter 8 demonstrates from Dutch and Canadian experiences that auditor responses to collaborative delivery tend to overlook traditional roles as guardians of accountability on behalf of parliaments. Chapter 9 deliberates the efficacy of programs involving multiple partners. Chapter 10 discusses the lessons and challenges of evaluation and collaborative government.
