Nordic co-operation, which involves Denmark, Finland, Iceland, Norway, Sweden, the Faroe Islands, Greenland and Åland, was formalised with the establishment of the Nordic Council in 1952. The Helsinki Treaty, signed a decade later in 1962, is the formal legal document that regulates Nordic co-operation. In 1971, the Nordic Council of Ministers was established in order to facilitate co-operation between the governments of Sweden, Denmark, Norway, Iceland, the Faroe Islands, Greenland and Åland. The Helsinki Treaty was most recently amended in 1995. Co-operation on legislative affairs is a tool used in the work to promote the common principles shared by the Nordic legal systems, which are based on shared Nordic values. The co-operation is also a tool used in the work on European law and for facilitating the implementation of EU/EEA acts and other international obligations.

The Nordic Region wants to be the most sustainable and integrated region in the world by 2030, and that is also the overall vision for co-operation on energy. A green transition of the Nordic societies will not be possible without a substantial green energy transition. As the Nordic energy systems are closely linked, working together on joint initiatives will lead to a green transition that is more cost-effective and socially sustainable than if the countries were each to achieve the goals individually. In 2020, the Nordic Council of Ministers for Energy Policy (MR-E) adopted seven focus areas as input into the action plan for Our Vision 2030. These will structure Nordic energy co-operation during the period covered by the programme and be at the heart of all of the work: - The green transition of the energy sector - Closer collaboration on research to aid the green transition - Nordic co-operation in the electricity market - Energy efficiency, technology and behavioural change - Working together on EU/EEA-related energy questions - Social acceptance of new energy plants and the green transition - The green transition of the transport sector.

According to the strategy for Nordic co-operation in education and research the Nordic countries should remove obstacles for free movement for students and researchers in the Nordic region. One goal with this report has been to identify obstacles for organizing joint programmes on master level. The Nordic Council of Ministers has until now financed, in co-operation with universities, 23 Nordic Master Programmes. Minimum of three higher education institutions develop joint programmes, that will attract both Nordic and non-Nordic students. The report gives an overview of the legislation in relation to joint degrees in the Nordic countries. It also has recommendations for the Nordic Master Programme and offers separate thematic documents like a template for a joint diploma. The report will hopefully serve as practical guide book for those in the process of planning or building up joint master programmes. Hopefully, the report also makes a contribution to developing other international joint programmes.

The Nordic Council was formed in 1952 to coordinate cooperation between the parliaments and governments of Denmark, Iceland, Norway and Sweden. Finland joined in 1955. When the Nordic Council of Ministers was formed in 1971, the Nordic Council was transformed into a purely interparliamentary body. The Council consists of 87 MPs elected by the national parliaments. The delegations from the Faroe Islands and Greenland form part of the Danish delegation. The delegation from Åland forms part of the Finnish delegation. The Council launches initiatives of its own, acts in an advisory capacity, acts in a supervisory capacity and plays a proactive role in official Nordic co-operation. The Nordic Council bodies consist of the Plenary, Presidium and committees.
