The Third International Conference on E-commerce and Web Technology (EC-Web 2002) was held in conjunction with the DEXA 02 in Aix-en-Provence, France. This conference, first held in Greenwich, United Kingdom in 2000, is now in its third year and is very well established. As in the two previous years, it served as a forum bringing together researchers from academia and commercial developers from industry to discuss the current state of the art in E-commerce and web technology. Inspirations and new ideas emerged from intensive discussions during formal sessions and social events. Keynote addresses, research presentations, and discussions during the conference helped to further develop the exchange of ideas among the researchers, developers, and practitioners who attended. The conference attracted more than 100 submissions and each paper was reviewed by at least three program committee members. The program committee selected 40 papers for presentation and publication, a task which was not easy due to the high quality of the submitted papers. We would like to express our thanks to our colleagues who helped to put together the technical program: the program committee members and external reviewers for their timely and rigorous reviews of the papers, and the organizing committee for their help in the administrative work and support. th 2002 DEXA, the 13 International Conference on Database and Expert Systems Applications was held on September 2–6, 2002, at the Université Aix–Marseille II, France. The quickly growing field of information systems required the establishment of more specialized discussion platforms (the DaWaK conference, EC-Web conference, eGOV conference and DEXA workshops), and there were held in parallel with DEXA, also in Aix-en-Provence. The resulting book was prepared with great effort. Starting with the preparation of submitted papers, the papers went through the reviewing process. The accepted papers were revised to final versions by their authors and arranged to the conference program. This year 241 papers were submitted and our thanks go to all who have contributed. The program committee and the supporting reviewers produced altogether about 730 referee reports, on average three reports per paper, and selected 89 papers for presentation. The papers presented here encompass the extensive domain of databases; together with the other conferences and workshops of the DEXA event cluster a vast part of applied computer science was covered. In this way DEXA has blazed the trail. At this point we would like to acknowledge to all institutions which actively supported this conference and made it possible. This book constitutes the refereed proceedings of the IFIP-TC6 Eighth - ternational Conference on Personal Wireless Communications, PWC 2003. PWC 2003 is the ?agship conference of the IFIP Working Group 6.8, Mobile and Wireless Communications, and is the premier international forum for discussions between researchers, practitioners, and students interested in the symbiosis of mobile computing and wireless networks. It is a great pleasure to present the PWC 2003 technical program. This year the conference received 115 submissions from 27 countries indicating that PWC is a reference conference for worldwide researchers from the wireless and mobile community. With so many papers to choose from, the Technical Program Committee’s job, to provide a conference program of the highest technical quality, was challenging and time consuming. From the 115 submissions, we ?nally selected 34 full papers and 15 short papers for presentation in the conference technical sessions. The conference technical program was split into three days, and included, in addition to the 49 refereed contributions, 4 invited papers from top-level researchers from the mobile and wireless community. To give researchers the opportunity to present ongoing work, and the novel ideas they are starting to explore, we included in the technical program two work-in-progress sessions and two novel-ideas sessions. The technical program also included a poster session devoted to presenting ongoing research projects on wireless and mobile communications.
