Human service programming has been the focus of much public scrutiny, legislative action, and applied research in recent years. As a result, human service providers have learned to exhibit greater respect for the needs and legal rights of their consumers, the appropriateness and cost effectiveness of treatment procedures and service programs, and the per sonnel and facilities involved in providing services to consumers. Despite this encouraging trend, many human service agencies are still trying unsuccessfully to meet the two fundamental criteria of effec tive programming: (1) providing services that are effective in meeting the needs of the consumer and (2) equipping consumers to function indepen dently of the human service system to the extent possible. For example, there appears to be a general acceptance of the notion that custodial institutional service programs are needed, despite the fact that they are ineffective in rehabilitating and transitioning clients to the community and that they are difficult to change. In addition, although community based service programs have been developed as alternatives to institu tional placement, there is rarely sufficient transitional planning and pro gramming to facilitate the client's progress from the institution to the community. Although these problems generally are acknowledged, most human service managers and practitioners are ill equipped to deal with them. Specifically, the technology of human service management is in need of improvement. It is more theoretical than practical, and it lacks sufficient field testing and empirical validation.

Residential and inpatient treatment of children and adolescents is a field that is still in the process of defining itself and of demonstrating its effectiveness. In 1987, The Swedish Medical Research Council's Group for Evaluation of Medical Technology approached me on the subject of organizing a conference on Autism - Diagnosis and Treatment. The original idea for this conference had come from a Stockholm politician, Leni Bjorklund, who had felt that, at least in Sweden, autism appeared to be an area in which conflicting views on etiology and treatment had led to children and parents not always receiving adequate help. Professors Agne Larsson, MD, Tore Schersten, MD and Bjorn Smedby, MD in particular showed a keen interest and it was decided to hold a State-of-the-Art-Conference on autism in Gothenburg. The State-of-the-Art-Conference on Autism -Diagnosis and Treatment was held in Gothenburg May 8 -10, 1989. A panel of international experts was selected because of outstanding research or clinical activity in the field and in order to represent a wide variety of professional and theoretical approaches ranging from epidemiology, neurobiology and cognitive psychology to psychiatry, neurology, education, behavioural treatment and psychoanalysis. A group of professional observers involved in the field of autism was chosen so as to cover Sweden in a representative fashion. This group consisted of administrators, child psychiatrists, psychologists, social workers, pediatricians, nurses and teachers.

This guidebook will show how supervisors can ensure support staff to deliver quality services for people with disabilities whose quality of life is heavily dependent on how well those services are provided. Supervisors must ensure staff receive necessary training in their job duties, are actively supported to stay motivated to work proficiently and, at times, effectively assisted to improve their work performance. Supervisors have to overcome many challenges to fulfill these critical duties, often involving frequent changes in their staff work force and varying or limited resources. Complicating the job of staff supervisors is a lack of formal training necessary to perform their supervisory duties effectively. When supervisors do receive training in how to supervise staff work performance, the training is not always very useful. The training is frequently too general to equip supervisors with knowledge and skills to affect staff work performance on a routine basis. The training also is commonly based on unproven means of promoting quality staff performance, stemming from current fads or ideology that has little if any hard evidence to support the training content. Over the last five decades, a technology for supervising staff work performance in the human services has been evolving, derived from applied research conducted in many human service agencies. However, most supervisors have not had opportunities to become aware of these evidence-based means of fulfilling their supervisory duties. The purpose of The Supervisor’s Guidebook is to describe the existing evidence-based approach to supervision. Description of the approach is supplemented with practical suggestions based on the authors’ combined experience encompassing over 100 years of supervising staff performance in the human services. The intent is to provide supervisors with detailed information about tried and tested means of promoting diligent and proficient staff performance and to do so in a way that maximizes staff enjoyment with their work.
