This title was first published in 2002: There is a multitude of assessment methods available for analyzing and reporting on the impacts of policies, all with different underlying assumptions and a wide range of criteria. Since the 1950s, much research has gone into creating guidelines for policy analysis, yet only a small percentage of evaluation has been carried out on transport policy - and none by political scientists or social policy specialists. The editors of this volume recognize that European integration has seen a drive to bring policy evaluation on to the transport agenda and has increased demands for ’strategic assessments’. It has become apparent that to gain a fuller understanding of the success of a transport programme, a much more complex combination of analytical methods must be used, and a set of guidelines specifically for the field of transport must be developed. Throughout the world, the use of some kind of a formal transportation project evaluation procedure is a requirement. Yet, by and large, these are partial; in fact, much weight is often placed on the initial -pre-engineering -phases of the planning process, when vital information, such as accurate costs and demand projections, is largely missing. Moreover, many of these procedures neglect to consider key issues such as project’s risks, capital costs financing, latent demand, market imperfections, labor force availability and various incompatibilities between trip rates, travel times and activity location. As a result, projects, which are judged as viable under such deficient evaluation schemes, may have had a significantly different projection of capital costs and demand should a well-founded, thorough, and efficient evaluation process be used. Public acceptance has often been named as a key factor for the successful realization of transport projects and policies. One reason, why even economically efficient projects might not be accepted by the major part of the population, could be the unequal distribution of benefits. For instance, individuals with higher Values of Time are expected to benefit more from user-financed improvements in the quality of service (e.g. speed) of any transportation mode. Beyond that, the implementation of road pricing schemes is actually discussed to have a regressive effect on the welfare distribution under certain conditions. In order to address these issues, microscopic multi-agent simulation presented in this paper can be used. Policy makers are directly able to compare the impacts of different policy schemes on the welfare distribution and can thus identify alternatives with higher public acceptance. Generally, by using the multi-agent approach, any segregation of individuals among any socio-demographic attribute is possible what allows a more detailed view on the effects of a policy measure. Furthermore, in contrast to applied economic policy analysis, this framework allows choice modeling and economic evaluation to be realised in a consistent way. This paper shows that (i) the inclusion of individual income in the users' preferences leads to a better understanding of problems that are linked to acceptability, (ii) benefits of transport projects are likely to rise disproportionally with increasing income - both, in terms of utility change and in terms of money -, and (iii) the simulation is already feasible for a real-world large-scale scenario with almost two million individuals.

In 1983 the Economic Development Institute (EDI) made three important decisions concerning its transport activities. First, it planned to shift the emphasis in these activities from teaching project analysis to helping countries strengthen their capability for policy analysis, formulation, and implementation. Second, the EDI decided to incorporate policy analysis into its transport activities as much as possible. And, third, it would try to develop this new strategy by using microcomputers to simulate policy options and explore their complex interrelationships, as well as the relationship between each policy and its stated goals. Because these objectives encompassed national and local policy along with a wide range of policy alternatives, a comprehensive transport model seemed appropriate. The purpose of this document is to demonstrate how such a model can be used to evaluate policies, to compare it with other kinds of models, and to examine the use of models in the wider context of policy objectives and instruments. It considers the relationship between policy objectives and instruments; places transport models in the context of policymaking; and demonstrates the use of a comprehensive model for testing policy strategies. This manual is intended for the policymaker who has little modeling expertise; it is designed to make the policymaker aware of the possible use of models in decisionmaking.
