Public acceptance has often been named as a key factor for the successful realization of transport projects and policies. One reason, why even economically efficient projects might not be accepted by the major part of the population, could be the unequal distribution of benefits. For instance, individuals with higher Values of Time are expected to benefit more from user-financed improvements in the quality of service (e.g. speed) of any transportation mode. Beyond that, the implementation of road pricing schemes is actually discussed to have a regressive effect on the welfare distribution under certain conditions. In order to address these issues, microscopic multi-agent simulation presented in this paper can be used. Policy makers are directly able to compare the impacts of different policy schemes on the welfare distribution and can thus identify alternatives with higher public acceptance. Generally, by using the multi-agent approach, any segregation of individuals among any socio-demographic attribute is possible what allows a more detailed view on the effects of a policy measure. Furthermore, in contrast to applied economic policy analysis, this framework allows choice modeling and economic evaluation to be realised in a consistent way. This paper shows that (i) the inclusion of individual income in the users' preferences leads to a better understanding of problems that are linked to acceptability, (ii) benefits of transport projects are likely to rise disproportionally with increasing income - both, in terms of utility change and in terms of money -, and (iii) the simulation is already feasible for a real-world large-scale scenario with almost two million individuals.

Abstract: Abstract of thesis entitled A Critical Evaluation of Public Transport Policy Formulation in Hong Kong submitted by Lo Sze Yuen, Henri for the degree of Master of Arts in Transport Policy & Planning at the University of Hong Kong in June 2005. In Hong Kong, the Government has long been the principle actor in devising transport policy. This thesis aims to take a hypothetical approach to assume the role of a rational Government, critically evaluate the public transport policy in Hong Kong with two fundamental parameters: the effectiveness and efficiency of the public transport policy. A SCD (Subjectivity, Consistency, Dependency) approach is adopted to form the policy evaluation framework in which different methods such as goal attainment analysis or political economic causality test is housed for evaluating the policy. For effectiveness, an ex-post evaluation is conducted. The policies are examined quantitatively by means of performance indicators and qualitatively by three case studies for a more comprehensive illustration. The focus of the assessment in case studies revolves around two major parameters, which are consistency and dependency respectively. While the former is to test the coherence of the case with the policy as well as economics doctrine, the latter is to assess whether the policy can be successfully implemented with due regard to stakeholders' acceptance. For efficiency, an ex-ante evaluation is conducted on the public transport policy. The causality of the policies is examined with a perspective of transport economics to see if the consistencies and logic of policies are aiming at the best use of resources, in other words, the Pareto Optimal. The test is done qualitatively to see if the policy is strategically sound or otherwise, any immaculate computation models, cost-benefit analysis or cost-effectiveness analysis built on an unsound basis is meaningless. The essence of the above approach is to find out if the outcomes are in line with the policy goals, and if the logic and consistencies of the policy are robust enough to stand the test in terms of stakeholders' concern and transport economics discipline. There are two major findings in this thesis: Firstly, it is unveiled that the external cost has not been fully internalized for public transport modes and it is a serious irrationality observed in current public transport policies of Hong Kong, which goes against the vision and value that the Government of Hong Kong upholds. Secondly, the lack of output-oriented evaluation on its public transport policy leads the Government to nowhere in measuring to what extent the policy objective is met. It is recommended that the Government should take heed of the deficiencies and ameliorate the situation by establishing quantifiable goals for the public transport policies to attain and be evaluated. Moreover, the Government should adopt full internalization of external cost so as to ensure the public transport system is genuinely efficient in a holistic view. Throughout the world, the use of some kind of a formal transportation project evaluation procedure is a requirement.
