Le 4 septembre 2008, Mme Line Beauchamp, ministre du Développement durable, de l'Environnement et des Parcs, confiait au Bureau d'audiences publiques sur l'environnement (BAPE) le mandat de tenir une audience publique sur le projet d'aménagement d'un complexe hydroélectrique sur la rivière Romaine par Hydro-Québec. Le projet fait l'objet d'une évaluation environnementale coopérative en suivant l'Entente de collaboration Canada-Québec en matière d'évaluation environnementale de mai 2004. En vertu de l'Entente, la Ministre demandait également au BAPE de constituer, si les circonstances s'y prêtaient, une commission d'examen conjoint. Ce rapport présente les préoccupations et les opinions des participants et les résultats de l'enquête concernant la nécessité du projet, le développement durable, les impacts sur les faunes, l'intégrité de la réserve de parc national de l'Archipel-de-Mingan, l'érosion côtière, la sécurité routière, l'augmentation du taux de mercure, les activités récréatives, les communautés innues, et les retombées économiques.--Comprend un extrait de texte du document."
