Em Portugal os domínios do ordenamento do território e do urbanismo foram objeto, nos últimos dois anos, de uma ampla alteração legislativa, que se iniciou com a publicação da Lei de Bases Gerais da Política Pública de Solos, de Ordenamento do Território e de Urbanismo (Lei n.o 31/2014, de 30 de maio) e se estendeu pela revisão e alteração de outros regimes conexos. Acresce o relevo que vem assumindo: - o conceito, decorrente da Agenda Urbana para a União Europeia, de desenvolvimento urbano sustentável, que afirma a dimensão estruturante das cidades na promoção da competitividade, sustentabilidade e coesão nacional; - os processos de reabilitação urbana (integrada ou pontual), que racionalizam recursos e evitam intervenções dispersas e consumidoras do território e dos recursos. Todos estes factos exigem, por um lado, uma avaliação do que foram as políticas de ordenamento do território, do urbanismo e das cidades nos últimos anos em Portugal e, por outro lado, uma reflexão sobre o seu futuro. Tendo por base este enquadramento, considerei oportuno juntar numa mesma publicação um conjunto de textos que reflitam, quer de uma perspetiva teórica quer prática, a situação atual das políticas (e práticas) de ordenamento do território, de urbanismo e das cidades com vista à identificação dos seus rumos futuros.
