Social policy in developing countries has been substantially affected in recent years by economic crisis and structural adjustment, and perhaps more importantly, by the ascendance of neo-liberal ideology. By the late 1980s, the adverse effects of adjustment had become clear, and the resulting political opposition led many governments and their external supporters to design programmes meant to 'mitigate the social costs' of adjustment. The most visible of these are the 'social fund' or 'safety net' measures intended not only to address the social impacts of adjustment, but also to improve their social and political acceptability. In addition, they are seen by some as providing a model for new, more efficient and effective means of providing social service. This volume examines the goals, assumptions, impacts and possible long-term outcomes of social policy trends in developing countries.

In 1994, the Asia Foundation's Center for Asian Pacific Affairs began a two-year project to compare the transitions of selected East European and Asian economies from centrally-planned communist systems to market economies. The goal was to shed light on the transition process through an understanding of the underlying economic and institutional dynamics. Latin America and the Caribbean has been one of the regions of the world with the greatest inequality. This book explores why the region suffers from such persistent inequality, identifies how it hampers development, and suggests ways to achieve greater equity in the distribution of wealth, incomes and opportunities. The study draws on data from 20 countries based on household surveys covering 3.6 million people, and reviews extensive economic, sociological and political science studies on inequality in Latin America. Four broad areas for action by governments and civil society groups to break the destructive pattern are outlined: (1) build more open political and social institutions, that allow the poor and historically subordinate groups to gain a greater share of agency, voice and power in society; (2) ensure that economic institutions and policies seek greater equity, through sound macroeconomic management and equitable, efficient crisis resolution institutions, that avoid the large regressive redistributions that occur during crises, and that allow for saving in good times to enhance access by the poor to social safety nets in bad times; (3) increase access by the poor to high-quality public services, especially education, health, water and electricity, as well as access to farmland and the rural services, and protect and enforce the property rights of the urban poor; (4) reform income transfer programmes so that they reach the poorest families.

When Vicente Fox was elected Mexico&’s president in 2000, the world&’s most enduring twentieth-century authoritarian regime finally came to an end. In this book Paul Haber explains how urban popular movements contributed to such a historic transition. In the 1960s Mexico&’s urban poor, effectively incorporated into institutionalized forms of clientelism and cooptation, were perceived as passive and acquiescent. Their situation changed during the 1970s, Haber shows, as popular movements&—led largely by young people inspired by the revolutionary ideals of Mexico&’s 1960s student movement&—took the first steps toward mobilizing the urban poor in what would develop into the full-scale political protests of the 1980s. When Mexico&’s economic crisis came in the early 1980s, urban popular movements were in a position to play a major role in the growing democratic opposition. Haber, using a creative blend of ethnography and policy analysis, traces this history on a national level and with detailed reference to two key organizations, the Comit&é de Defensa Popular of Durango and the Asamblea de Barrios of Mexico City. In the late 1980s and early 1990s, many of Mexico&’s most important social leaders saw new opportunities in electoral politics, and the transformation from social movement to party politics began. Haber&’s study closely follows the urban dimensions of this history and spells out its implications not only for the urban poor but also for Mexico&’s nascent democracy.
