O objetivo principal desta pesquisa é propor um modelo para incrementar a eficiência nos processos de implantação e implementação de sistemas de tecnologia de informação, nos projetos governamentais de modernização da gestão pública. Quanto aos objetivos específicos, procurou-se entender um projeto de sucesso implantado no setor público estadual e, ainda, investigou-se a opinião de especialistas em tecnologia de informação (TI) sobre os principais entraves na implantação de projetos de TI no setor público. Para obtenção dos dados, foi realizado um estudo exploratório em duas etapas: uma mediante entrevistas com funcionários que participaram da implantação do SIAFEM, Sistema Integrado de Administração Financeira para Estudos e Municípios, na Secretaria de Fazenda do Estado de São Paulo; outra, por meio de questionários aplicados junto à especialistas de tecnologia de informação, tanto do setor público como do privado. Para o embasamento teórico foi realizada pesquisa bibliográfica envolvendo alguns tópicos referentes ao tema. Procurou-se trazer dados relacionados à gestão pública, ao gerenciamento de projetos, à implantação de novas tecnologias voltadas à informação e ao governo eletrônico. Identificou-se fatores críticos de sucesso e algumas barreiras enfrentadas quando da implantação do SIAFEM; observou-se, na opinião do grupo de especialista de TI pesquisado, que algumas barreiras apontadas são semelhantes às encontr.

The same is true for many other dimensions of economic policy. Avinash Dixit looks for an improved understanding of the politics of economic policy-making from a transaction cost perspective. Such costs of planning, implementing, and monitoring an exchange have proved critical to explaining many phenomena in industrial organization. Dixit discusses the variety of similar transaction costs encountered in the political process of making economic policy and how these costs affect the operation of different institutions and policies. Dixit organizes a burgeoning body of research in political economy in this framework. He uses U.S. fiscal policy and the General Agreement on Tariffs and Trade (GATT) as two examples that illustrate the framework, and show how policy often deviates from the economist's ideal of efficiency. The approach reveals, however, that some seemingly inefficient practices are quite creditable attempts to cope with transaction costs such as opportunism and asymmetric information.
