Para ello se precisa contar con la experiencia acumulada de los responsables de recursos humanos, de forma que contribuyan a definir las líneas futuras de una gestión eficiente. En esta obra se recogen a través de los artículos de opinión de importantísimos actores de la gestión de recursos humanos, todo ellos miembros del Consejo Asesor del Instituto Cuatrecasas, sus reflexiones acerca de las futuras reformas laborales o del impacto de la tecnología en su empresa. En este mismo sentido, Raúl Grijalba, Presidente Ejecutivo de ManpowerGroup, que ha patrocinado la realización de esta obra, nos habla en un artículo de opinión sobre talento y mercado de trabajo. Por otra parte, el Instituto ha llevado a cabo una encuesta en la que además de los miembros de su Consejo Asesor han participado también más de un centenar de máximos responsables de recursos humanos de empresas muy importantes de nuestro país y cuyas conclusiones se reflejan en estas páginas. Pocas veces los verdaderos expertos en la gestión de empresas y personas son preguntados de forma ordenada, y en cierto modo exhaustivo, sobre el conjunto de materias que conforman el marco jurídico y en un momento donde se llama a su revisión hemos querido contar también con su aportación. En base a la encuesta y a los artículos de opinión, Salvador del Rey, Presidente del Instituto, realiza tanto un balance de la reforma laboral de 2012 como un capítulo de propuestas de cambios en la normativa laboral orientadas a hacer más eficiente el mercado de trabajo y el marco legal de los recursos humanos. Desde la publicación del Estatuto de los Trabajadores en 1980 hasta la última reforma laboral del Real Decreto Ley 32/2021, la regulación del mercado laboral español ha vivido diversas modificaciones, pero siempre enfocadas a la disminución de dos porcentajes: el de las personas desempleadas y el de las contratadas temporales. En estas páginas se abordan las ocho reformas laborales de una forma objetiva, evitando tecnicismos y utilizando fuentes de información diversa que nos permiten examinarlas desde diferentes puntos de vista. Las normas de contratación de la última reforma (28 de diciembre 2021) han entrado en vigor el 31 de marzo de 2022 y pretenden, sobre todo, incrementar el número de contratos indefinidos y reducir los temporales. En cuanto al porcentaje de personas desempleadas, inciden otros factores incontrolables, tal y como demuestra la historia reciente: la crisis económica global de 2008 y la crisis sanitaria, social y económica provocada por la pandemia de covid-19. Así pues, después de analizar las primeras siete reformas laborales y de estudiar la octava, quedamos atentos a los resultados de esta durante los próximos meses.
