Pancasila, UUD 1945, Bhinneka Tunggal Ika, dan NKRI dewasa ini telah mendapat perhatian banyak pihak. Masyarakat, pendidik, ilmuwan, praktisi dan hampir setiap elemen masyarakat diingatkan kembali bahwa kita mempunyai dasar negara yang mulai dilupakan semenjak terjadinya reformasi 1998. Pasca reformasi hampir tidak ada lembaga negara yang bersuara tentang ini. Terlebih bicara tentang Pancasila. Semua tiarap dan sembunyi dalam kehidupannya sendiri-sendiri. Pancasila tidak pernah dibicarakan. Situasi tersebut tidak lepas dari pengalaman pahit kehidupan bernegara saat itu, dimana rezim Orde Baru memanfaatkan Pancasila sebagai alat politik untuk melanggengkan kekuasaannya. Bahkan yang lebih parah disaat rezim mempunyai otoritas penuh sebagai penafsir tunggal Pancasila. Barang siapa yang tidak mengikuti penafsiran rezim, bisa dicap tidak Pancasilais. Keadaan itulah yang menyebabkan Pancasila menjadi kering karena lembaga negara dan masyarakat takut dilabeli sebagai antek Orba. Puji syukur setelah melewati 2 kali pemilu paska reformasi, pada pemilu ke-3 di periode 2009-2014 ada lembaga negara, MPR, yang mempunyai keprihatinan terkait memupusnya diskusi dan pembicaraan tentang Pancasila, UUD 1945, Bhinneka Tunggal Ika, dan NKRI. Keprihatinan MPR ini tidak terlepas dari melihat situasi sosial, ekonomi, politik hukum dan keamanan baik dari dalam maupun dari luar negeri. Ancaman persatuan, konflik sosial, disintegrasi dan ancaman menguatnya ideologi liberalisme, kapitalisme dan gerakan fundamentalisme agama telah mengingatkan kita sebagai bangsa dan negara bahwa kita sebenarnya sudah mempunyai dasar dan tameng yang kuat dalam menghadapi itu yaitu ideologi dan dasar negara Pancasila, UUD 1945, Bhinneka Tunggal Ika, dan bentuk NKRI. MPR kemudian membuat program tahunan untuk memasyarakatkan kembali UUD 1945, Bhinneka Tunggal Ika, dan NKRI. Program sosialisasi berjalan secara massif diseluruh pelosok negeri, di kampus-kampus, sekolah, dan masyarakat. Bahkan lembaga eksekutif pun juga ikut mensosialisasikan program ini. Programnya pun beragam, ada seminar, lokakarya, lomba debat, 4 pilar goes to campus, outbond dan dialog di media elektronik. Materi yang disampaikan adalah 4 hal tersebut yaitu UUD 1945, Bhinneka Tunggal Ika, dan NKRI.

Kongres Pancasila IV ini merupakan rangkaian dan kesinambungan dari Kongres Pancasila sebelumnya, yaitu Kongres Pancasila I tgl 1 Juni 2009 di Yogyakarta; Kongres Pancasila II tgl. 1 Juni 2010 di Denpasar; dan Kongres Pancasila III tgl.1 Juni 2011 di Surabaya. Dari tiga kali Kongres Pancasila tersebut telah banyak dihasilkan rumusan-rumusan deklarasi yang sangat berkualitas dan bermakna. Atas dasar hasil-hasil yang telah dicapai dari Kongres Pancasila sebelumnya itu, maka pada Kongres Pancasila IV kali ini dipilih dan ditetapkan tema “Strategi Pelembagaan Nilai-nilai Pancasila dalam Menegakkan Konstitusionalitas Indonesia”. Tema ini dipilih dengan pertimbangan-pertimbangan sebagai berikut: Saat ini tidak ada lembaga khusus pengawal Pancasila. Padahal, diakui atau tidak Pancasila adalah dasar Negara Indonesia. Keadaan ini dinilai jauh lebih buruk jika dibandingkan dengan masa sebelum reformasi. Saat itu, MPR mempunyai berbagai wewenang, dan salah satunya “memelihara” Pancasila. Ketiadaan lembaga khusus pengawal Pancasila itu menyebabkan Pancasila kehilangan dasar legitimasi kenegaraannya. Ketiadaan lembaga khusus pengawal Pancasila, berimplikasi pada tidak adanya mekanisme yang jelas dalam mensosialisasikan Pancasila. Peran tersebut saat ini nampaknya berusaha dimainkan oleh MPR dengan slogan kebanggaannya “4 Pilar Hidup Bernegara” yang mensejajarkan posisi Pancasila dengan NKRI, UUD 1945 dan Bhinneka Tunggal Ika. Terlepas dari ketidaktepatan konsep dasar yang ada dalam slogan itu, kita mengakui bahwa MPR memiliki niat baik untuk membumikan Pancasila. Saat ini tidak ada rambu-rambu pengimplementasian Pancasila yang jelas dan baku. Padahal, rambu-rambu itu mutlak diperlukan agar dapat diperoleh hasil yang optimal. Dengan kata lain, rambu-rambu itu perlu segera diadakan. Mempertimbangkan hal-hal diatas, kiranya perlu ada upaya serius untuk membentuk atau menunjuk lembaga khusus pengawal Pancasila, yang nantinya diberi wewenang, antara lain untuk menyusun rambu-rambu pengimplementasian Pancasila tersebut secara tepat, terstruktur, dinamis dankontekstual.

In 2004 the Indonesian government made a commitment to provide its entire population with health insurance coverage through a mandatory public health insurance scheme. It has moved boldly already provides coverage to an estimated 76.4 million poor and near poor, funded through the public budget. Nevertheless, over half the population still lacks health insurance coverage, and the full fiscal impacts of the government's program for the poor have not been fully assessed or felt. In addition, significant deficiencies in the efficiency and equity of the current health system, unless addressed will exacerbate cost pressures and could preclude the effective implementation of universal coverage (Ue and the desired result of improvements in population health outcomes and financial protection. For Indonesia to achieve UC, systems' performance must be improved and key policy choices with respect to the configuration of the health financing system must be made. Indonesia's health system performs well with respect to some health outcomes and financial protection, but there is potential for significant improvement. High-level political decisions are necessary on key elements of the health financing reform package. The key transitional questions to get there include: [ the benefits that can be afforded and their impacts on health outcomes and financial protection; [ how the more than 50 percent of those currently without coverage will be insured; [ how to pay medical care providers to assure access, efficiency, and quality; [ developing a streamlined and efficient administrative structure; [ how to address the current supply constraints to assure availability of promised services; [ how to raise revenues to finance the system, including the program for the poor as well as currently uninsured groups that may require government subsidization such as the more than 60 million informal sector workers, the 85 percent of workers in firms of less than five employees, and the 70 percent of the population living in rural areas.
