Afghanistan's Presidential and provincial elections are scheduled to take place on April 5, 2014. These elections come at a pivotal time. A full-fledged security transition from international forces to Afghan forces is already underway. The United States is deliberating troop levels post-2014 and negotiating a bilateral security agreement with the Afghan Government. The success of the security transition depends in large part on political stability and whether a majority of the Afghan people see their next government as legitimate and acceptable. If not, we can expect ongoing political strife and possibly a return to civil war. The United States has a stake in the election process, and the equation is quite simple. If the elections are seen as transparent, credible, and inclusive, the United States and Afghanistan's allies will continue to support Afghanistan's development and commitments made in the Tokyo Mutual Accountability Framework.

In the context of a review of U.S. strategy in Afghanistan during September-November 2009, the performance and legitimacy of the Afghan government figured prominently. In his December 1, 2009, speech announcing a way forward in Afghanistan, President Obama stated that the Afghan government would be judged on performance, and "The days of providing a blank check are over." The policy statement was based, in part, on an assessment of the security situation furnished by the top commander in Afghanistan, General Stanley McChrystal, which warned of potential mission failure unless a fully resourced classic counterinsurgency strategy is employed. That counterinsurgency effort is deemed to require a legitimate Afghan partner. The Afghan government's limited writ and widespread official corruption are believed by U.S. officials to be helping sustain a Taliban insurgency and complicating international efforts to stabilize Afghanistan. At the same time, President Hamid Karzai has, through compromise with faction leaders, been able to confine ethnic disputes to political competition, enabling his government to focus on trying to win over those members of the ethnic Pashtun community that support Taliban and other insurgents.

For 35,000 years ancient Afghanistan was called Aryana (the Light of God) has existed. Then in 747 AD what is today called Afghanistan became Khorasan (which means Sunrise in Dari) which was a much larger geographical area. In the middle of the nineteenth century the name Afghanistan, which means home of the united tribes, was applied originally by the Saxons (present day British) and the Russians. During the Great Games in the middle of nineteenth century, the Durand Line was created in 1893 and was in place until 1993. Saxons created the state of Afghanistan out of a geographical area roughly the size of Texas: in 1893 before which there were 10 million square kilometers, larger than the size of Canada, as means to act as a buffer zone between the Saxon-India & Tsarist-Russia and the Chinese.

This book critically explores the practices of peacebuilding, and the politics of the communities experiencing intervention. The contributions to this volume have a dual focus.
