The Indo-European Celts invaded in the first millennium BC, mixing with the Pre-Indo-European population, thus giving rise to Celtic-speaking local tribes such as the Cempsi. Archaeological findings suggest there were Phoenician influences dating back to 1200 BC, leading some historians to believe that a Phoenician trading post might have occupied the centre of the present city (on the southern slope of the Castle hill). The sheltered harbour in the Tagus River estuary was an ideal spot for a settlement and provided a secure port for provisioning of Phoenician ships travelling to the Islands of Tin (modern Isles of Scilly) and Cornwall. The new city might have been named Allis Ubbo, Phoenician for "safe harbour," according to one of several theories on the origin of Lisbon's toponymy. Another theory suggests that the settlement took the name of the pre-Roman word for the Tagus (Lisso or Lucio). The Tagus settlement was also an important centre of commercial trade with inland tribes, providing an outlet for the valuable metals, salt, and salted-fish they collected, and for the sale of the Lusitanian horses renowned in antiquity. Although Phoenician remains from the 8th century BC were found beneath the Mediaeval Se Cathedral, modern historians believe, however, that Lisbon was an ancient autochthonous settlement (Roman oppidum) and that, at most, it maintained commercial relations with the Phoenicians (accounting Phoenician pottery and artefacts). In this important new book, Robyn Eckersley explores what it might take to create a green democratic state as an alternative to the classical liberal democratic state, the indiscriminate growth-dependent welfare state, and the neoliberal market-focused state—seeking, she writes, "to navigate between undisciplined political imagination and pessimistic resignation to the status quo." In recent years, most environmental scholars and environmentalists have characterized the sovereign state as ineffectual and have criticized nations for perpetuating ecological destruction. Going consciously against the grain of much current thinking, this book argues that the state is still the preeminent political institution for addressing environmental problems. States remain the gatekeepers of the global order, and greening the state is a necessary step, Eckersley argues, toward greening domestic and international policy and law. The Green State seeks to connect the moral and practical concerns of the environmental movement with contemporary theories about the state, democracy, and justice. Eckersley's proposed "critical political ecology" expands the boundaries of the moral community to include the natural environment in which the human community is embedded. This is the first book to make the vision of a "good" green state explicit, to explore the obstacles to its achievement, and to suggest practical constitutional and multilateral arrangements that could help transform the liberal democratic state into a postliberal green democratic state. Can contemporary democratic governments tackle climate crisis? Some argue that democracy has to be a central part of a strategy to deal with climate change. Others argue that experience shows it not to be up to the challenge in the time frame available-that it will require a stronger hand, even a form of eco-authoritarianism. A question that does not lend itself to an easy assessment, this volume seeks to out and assess the competing answers. While the book supports the case for environmental democracy, it argues that establishing and sustaining democratic practices will be difficult during the global climate turmoil ahead, especially in the face of state of emergencies. This inquiry undertakes a search for an appropriate political-ecological strategy for preserving a measure of democratic governance during hard times. There are considerable differences in environmental performance and outcomes across both democracies and autocracies, but there is little understanding of how levels of democracy and autocracy influence environmental performance. This book examines whether analysing the effects of individual democratic features separately can contribute to a better understanding of cross-national variance in environmental performance. The authors show that levels of social equality in particular, as well as the strength of local and regional democracy, contribute significantly to explaining cross-national variation in environmental performance. On the other hand, a high level of political corruption affects a country’s ability to adopt and implement environmental policies effectively.
