¿Cuál es la capacidad de brindar protección que ofrece el Sistema de Seguridad Social argentino al término de la primera década del siglo? Este libro adscribe a la generación de trabajos que, al incluirlas entre las condiciones que deben exigirse a las sociedades modernas, pone en entredicho la concepción neoliberal sobre la protección y la seguridad sociales. En él se reconstruyen los últimos veinte años del Sistema de Seguridad Social, con particular referencia a dos componentes: el previsional y el de asignaciones familiares. Sobre el primero el análisis se centra en lo que ha sido el más fuerte proceso de contra-reforma de políticas sociales respecto de las transformaciones del ciclo de hegemonía neoliberal. En relación con el segundo, en la creación de la Asignación Universal por Hijo se expone el proceso que más contraposiciones presenta tanto en ese mismo período como en una mirada de futuro sobre el conjunto de las políticas sociales. Asimismo, el libro se interna en las condiciones diferenciales de distintas categorías de trabajadores frente a la protección social, destacando el hecho de que, al determinar los destinatarios, alcances y garantías de la protección, la seguridad social conforma grupos sociales, diferenciados tanto por la materialidad inmediata de los servicios y beneficios a los que acceden como por el proceso social de reconocimiento de merecimiento de esa protección. En ese marco se reflexiona sobre los “trabajadores autogestionados”, categoría estatalmente estimulada de manera activa, que desarrolla prácticas en las que se ponen en juego otras relaciones, otras capacidades y otras condiciones de vida y de trabajo que no pueden quedar al margen de la protección.

This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. Far from the vision of popular actors in the popular economy as reactionary and archaic, stubbornly resisting any move towards change, this book's overall aim is to contribute to a broadening and deepening of our understanding of the logic and socio-economic practices of those operating in the informal economy. It focuses on the vulnerabilities of these participants, resulting from high exposure to different risks combined with low social protection, and on the interactions between vulnerability and poverty. It considers security of livelihoods as the guiding principle for multiple practices in the informal economy. Thirteen studies, based on careful analyses of empirical data in different contexts in Africa, Latin America, and Asia, contribute to this multidisciplinary discussion. This book describes how people develop their own strategies to solve their problems through the use of interpersonal networks, associations, and other community-based arrangements. Moreover, it shows that informal economy actors systematically reposition themselves vis-à-vis the State, markets, international, and national policies with the aim of enhancing their economic and social security, and they may do this either individually or collectively. The book emphasizes how adaptability of the informal economy can be influenced by such factors as the macroeconomic context, access to financial, technological, and information resources, infrastructure, social protection schemes, and the institutional environment within which adaptations occur. Case studies stress the need to reformulate questions relating to policy intervention based on a more thorough understanding of the perspective of informal economy actors.

"Around the turn of the 21st century, new social policies started to develop all around the world. Bolsa Familia in Brazil, Progresa in Mexico, Superémonos in Costa Rica, Juntos in Peru... almost all Latin American countries have developed "conditional cash transfers" (CCTs), a new type of social policy usually conditioning benefits for poor families on their children going to school or attending health checkups. At the same time, some old industrialized countries famously known for being the heaven of the male breadwinner model have introduced surprising innovation in their welfare systems: in Germany massive investment in preschool childcare (Kita) since the early 2000s and the introduction of two "daddy months" in a German parental leave scheme in 2007; in Japan a well-paid parental leave in 2014 and universalization of free preschool education for ages 3-5 in 2017; in South Korea childcare facilities for children below the age of five made free of charge in 2013. Policies aimed at investing in children's care and education and in mothers' labor market participation seem to have bloomed almost everywhere. Worldwide there has been a sharp increase in access to secondary and tertiary education. Youth training programs have spread in many Latin American countries, while European countries have introduced youth guarantees, an innovative inclusive policy for their NEETs (young people not in education, employment, or training)"--
