Since 2001 the U.S. airline industry has lost over $30 billion. Delta, Northwest, United, & US Air. have filed for bankruptcy, the latter two terminating & transferring their pension plans to the Pension Benefit Guaranty Corp. (PBGC). The net claim on PBGC from these terminations was $9.7 billion; plan participants lost $5.3 billion in benefits. Many in the industry have maintained that airlines' use of bankruptcy protection as a means to continue operations is harmful to the industry. This debate has received even sharper focus with pension defaults. In response to these conditions, many of the world's airlines have made ever-deeper cuts in services and their workforces. Measured against these three expectations, the airline industry is failing. Combined with plummeting employee morale, shortages of air traffic controllers, and increased congestion and flight delays, a total collapse of the industry may be coming. Is this state of affairs inevitable? Or is it possible to design a more sustainable, less volatile industry that better balances the objectives of customers, investors, employees, and the wider society? Does deregulation imply total abrogation of government's responsibility to oversee an industry showing the clear signs of deterioration and increasing risk of a pending crisis? Greg J.
