In a post-9/11 sea of social and political discord, one state stands apart. As an increasingly powerful anti-Islamic social movement rises in the West, Canada alone remains a viable multicultural state. Employing survey and statistical data as well as a series of interviews conducted with religious leaders and policy officials, Protecting Multiculturalism explores public safety and security concerns, while pointing out the successes, pitfalls, and sometimes countervailing effects of government measures on Muslims in Canada. Engaging with debates surrounding the cultural accommodation of diverse communities, John McCoy focuses on two inter-related themes at the heart of the crisis of multiculturalism: social integration and national security. Even in Canada, McCoy argues, Muslims can face acute xenophobia and racism, problematic national security practices, inimical politicians, and other troubling warning signs. Yet, despite these challenges, these diverse communities continue to display remarkable resilience. An open-minded and substantive reflection on the day-to-day realities for Muslim communities, Protecting Multiculturalism seeks a way forward for the Canadian multicultural experiment - a future that is marked by dignity and diversity in an increasingly fraught era.

"Around the world, we see failing attempts at migrant integration, persistent religious intolerance and racial and ethnic discrimination, resurgent national minorities, emboldened majorities, permanent minorities, continuing social isolation, and increasing extremism, including in the form of white nationalism. But is multiculturalism the solution to these problems or does it just make them worse? In this for-and-against book, two prominent political theorists put forward opposing answers to this vital question" --

The 2005 UNESCO Convention on Cultural Diversity is a landmark agreement in modern international law of culture. It reflects the diverse and pluralist understanding of culture, as well as its growing commercial dimension. Thirty diplomats, practitioners and academics explain and assess this important agreement in a commentary style. Article by article, the evolution, concepts, contents and implications of the Convention are analysed in depth and are complemented by valuable recommendations for implementation. In an unprecedented way, the book draws on the first-hand insights of negotiators and on the experience of practitioners in implementation, including international cooperation, and combines this with a good deal of critical academic reflection. It is a valuable guide for those who deal with the Convention and its implementation in governments, diplomacy, international organizations, cultural institutions and non-governmental organizations and will also serve as an important resource for academic work in such fields as international law and international relations.

The UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (CDCE) was adopted in 2005 and designed to allow States to protect and promote cultural policies. This book examines the effectiveness of the CDCE and offers ways by which its implementation may be improved to better attain its objectives. The book provides insight in how the normative character of the CDCE may be strengthened through implementation and increasingly recurrent practice based on its provisions. Hailing from various fields of international law, political and social sciences, the book’s contributors work to promote discussions on the practical and legal influence of the CDCE, and to identify opportunities and recommendations for a more effective application. Part One of the book assesses the effectiveness of the CDCE in influencing other areas of international law and the work conducted by other intergovernmental organizations through the recognition of the double nature (cultural and economic) of cultural goods and services. Part Two focuses on the practice of the CDCE beyond the recognition of the specificity of cultural goods and services in international law by addressing the CDCE’s call for greater international cooperation and stronger integration of cultural concerns in development strategies at the national and regional levels. The book will be of great use and interest to academics and practitioners in law, social and political sciences, agents of governmental and international organizations, and cultural sector stakeholders.

This book examines the policies of multiculturalism and the conflicts of values they generate between native Dutch and Muslim immigrant communities in the Netherlands. The authors adopt an empirical analytical approach in their treatment of the apparently vexing issue of multiculturalism in Dutch society, using the case of the Dutch filmmaker Theo van Gogh brutally murdered on a busy Amsterdam street in 2004 by a Dutch Moroccan offended by van Gogh's controversial film about Muslim suppression of women. The central thrust of their argument is that policies that were designed to protect the distinct way of life of the Muslims and promote tolerance are paradoxically breeding intolerance on both sides.
