The poor in developing countries are particularly vulnerable to adverse shocks. They have little or no access to public social insurance, are unlikely to save in adequate amounts to rely fully on self-insurance or informal insurance, face restricted access to private market insurance or credit mechanisms, and have little or no political voice to demand the protection of safety net programs. In this book, the authors analyze the best ways to help the poor manage risks such as health shocks, unemployment, sudden drops in income, and old age. September 1998 The very principles on which Vietnam's highly decentralized, community-based assistance and safety net system is built are threatened by the country's emerging market economy. Increasing household mobility, without which the market system cannot function, especially dictates a rethinking of the foundation of Vietnam's community-based safety net. Under Vietnam's former command economy, lack of household mobility ensured close community and family solidarity, and households belonged to local cooperatives that provided for the welfare of their members. Developing a reliable, effective system of redistributive transfers and safety nets to replace such faltering local institutions will be important if Vietnam is to make a successful transition to a market economy. Van de Walle uses Vietnam as a case study in rapidly assessing the strengths and weaknesses of an existing safety net when data and ex post evaluations are weak. She provides a broad qualitative assessment, identifying key issues on which knowledge must improve. Vietnam's poverty reduction program and safety net would improve, she concludes, through a strengthening of institutional structures and policies, including: * National norms for identifying the poor consistently across regions. * Survey and other instruments with which to consistently measure and monitor local needs and program performance. * Integration and coordination between subprograms, with well-defined and universal rules for local implementation. * Welfare-maximizing redistribution of resources across space so that everyone is treated equally, regardless of where they live. * More resources and attention to helping households and communities deal with covariate risk. The government's new Hunger Eradication and Poverty Reduction Program-primarily an effort to coordinate policy efforts and resources to improve the safety net's performance and cost-effectiveness-could help improve social protection by focusing on these five areas. Increasing household mobility, without which the market system cannot function, especially dictates a rethinking of the foundation of Vietnam's community-based assistance and safety net system. Household mobility makes it difficult to target the poor and mobilize community resources to help them. Heavy decentralization inhibits Vietnam's ability to provide adequate protection from covariate risks that are rising because of environmental destruction. Addressing this problem will require more national risk pooling and overcoming likely political hurdles to a reallocation of resources to Vietnam's poor and vulnerable. In one of the most provocative books ever published on America's social welfare system, economist Janet Currie argues that the modern social safety net is under attack. Unlike most books about antipoverty programs, Currie trains her focus not on cash welfare, which accounts for a small and shrinking share of federal expenditures on poor families with children, but on the staples of today's American welfare system: Medicaid, Food Stamps, Head Start, WIC, and public housing. These programs, Currie maintains, form an effective, if largely invisible and haphazard safety net, and yet they are the very programs most vulnerable to political attack and misunderstanding. This book highlights both the importance and the fragility of this safety net, arguing that, while not perfect, it is essential to fighting poverty. Currie demonstrates how America's safety net is threatened by growing budget deficits and by an erroneous public belief that antipoverty programs for children do not work and are riddled with fraud. By unearthing new empirical data, Currie makes the case that social programs for families with children are actually remarkably effective. To minimize the harmful impact on poor people of macroeconomic shocks, sound policies for dealing with crises - and an adequate public safety net - should be in place before a crisis starts. Many developing countries faced macroeconomic shocks in the 1980s and 1990s. The impact of the shocks on welfare depended on the nature of the shock, on initial household and community conditions, and on policy responses.To avoid severe and lasting losses to poor and vulnerable groups, governments and civil society need to be prepared for a flexible response well ahead of the crisis. A key component of a flexibly responsive system is an effective permanent safety net, which will typically combine a workfare program with targeted transfers and credit. Once a crisis has happened, several things should be done:Macroeconomic policies should aim to achieve stabilization goals at the least cost to the poor. Typically, a temporary reduction in aggregate demand is inevitable but as soon as a sustainable external balance has been reached and inflationary pressures have been contained, macroeconomic policy should be eased (interest rates reduced and efficient public spending restored, to help offset the worst effects of the recession on the poor). A fiscal stimulus directed at labor-intensive activities (such as building rural roads) can combine the benefits of growth with those of income support for poor groups, for example.Key areas of public spending should be protected, especially investments in health care, education, rural infrastructure, urban sanitation, and microfinance.Efforts should be made to preserve the social fabric and build social capital.Sound information should be generated on the welfare impacts of the crisis.This paper - a joint product of the Poverty Group, Poverty Reduction and Economic Management Network, and Poverty and Human Resources, Development Research Group - is part of a larger effort in the Bank to inform policy choices aimed at minimizing the social costs of macroeconomic shocks.
