This book, first published in 1992, examines the attitudes of local elites – the hinge between Indian state and rural society – towards protest and participation in development, illuminating arguments about the nature of the state as well as the development process. It looks at the role of local elites in India both as the representatives of the state and of the rest of rural society, and explains their importance in the country’s development. The book deals with the elites’ contribution to the credibility of the state and examines the strategies through which they manipulate the allocation of resources and influence the pace and direction of social change. It contrasts the rural elites in two areas, one more economically advanced than the other. The elites in the first area were shown to be capable of combining institutional participation with radical protest, whilst in the other they tended to rely on state channels to achieve reform. The author concludes that despite the different settings, both groups were informed, active and responsive to political conditions. This contrasts with the conventional view that local elites of the dominant castes oppress the lower ones by obstructing reforms, for reasons of self-interest.

This 1978 study examines the new working class of scientists, white collar professionals, and technicians that has emerged in advanced in industrial societies and considers its role in the political process. Professor Low-Beer examines the lives of a sample group of Italian electronics technicians, as theirs had been the most militant profession in Italy. Whilst describing the lifestyles and class imagery among the technicians, the author compares them to other groups, and concludes that strike participation is to be explained by the political backgrounds of workers, and only secondarily by organizational factors. The Class Gap in Protest Participation discusses a theoretically grounded empirical analysis of the relationship between class and protest involvement across Central Eastern and Western Europe. In recent decades, mass protests have surged in both frequency and scale, yet there remains significant variability in citizen involvement in non-electoral politics across Europe. While affluent Western democracies often witness robust civic engagement, countries of Central and Eastern Europe exhibit comparatively limited political participation. This regional gap is particularly pronounced when examining post-socialist workers who show minimal protest activity. Addressing this phenomenon, the book starts from the following question: Why do workers in Central and Eastern Europe demonstrate disproportionately lower rates of protest engagement compared to their Western European counterparts? The study reveals that the answer lies beyond conventional explanations such as legacies of communism. Cross-regional disparities in working-class protest activism are driven by differences in labor protection and left mobilization capacity. These variations stem from the historical context and the economic dependency of post-socialist countries, which create distinct conditions for workers' political engagement in the core and (semi-)periphery. This book will be of interest to political scientists and sociologists, especially researchers interested in political participation, social inequality and post-socialist transformations.
