Why is social protest a normal, almost routine form of political participation in certain Latin American democracies, but not others? In light of surging protests in countries like Argentina, Brazil, and Peru, this book answers this question through a focus on recent trends in the quality of governance and socioeconomic development in the region. Specifically, it argues that increasingly engaged citizenries -- forged by economic growth and technological advances -- coupled with dysfunctional political institutions have fueled more radical modes of participation in Latin America, as citizens' demands for government responsiveness have overwhelmed many regimes' capacity to provide it. Where weak institutions and politically engaged citizenries collide, countries can morph into "protest states," where contentious participation becomes so common as to render it a conventional characteristic of everyday political life. Drawing on cross-national surveys from Latin America and a case study of Argentina, which includes a rich dataset of protest events and dozens of interviews with political elites and citizen activists, Mason W. Moseley tests his explanation against other leading theories in the contentious politics literature. But rather than emphasizing how worsening economic conditions and mounting grievances fuel protest, this book builds the case that it is actually the improvement of economic conditions amidst low quality political institutions that lies at the root of surging contention in the region. Protest State offers a comprehensive study of one of the most intriguing puzzles in Latin American politics today: in the midst of an unprecedented era of democratic governments and economic prosperity, why are so many people protesting?

Protest has proliferated in the early part of the twenty-first century, forcing change in political systems and challenging established patterns of behaviour. The factors driving these protests range from religion and inequality through to the effectiveness of the state and its role in protecting the rights of citizens. The growth in discontent represented by these protests potentially threatens the stability of the state by raising questions about the right of governments to govern. Anger and frustration embodied in many of these actions has resulted in the growth of support for populist political actors promising simplified solutions to the complex underlying issues. In this way, the inability of the state to address the claims of its population potentially places its continued viability at risk. The cases in this collection examine a range of protest movements from around the world, in both democratic and authoritarian political systems, to provide an overview of contemporary issues and protest forms. Addressing contemporary protest in this manner is an important task in supporting our understanding of the root causes of the current tensions and their possible future effects. The twenty-first century has witnessed disaffection and protest across Eurasia and West Asia, triggering debates questioning the state of governance as well as looking at a redefinition of the ‘arc of crisis.’ By and large, there have been two major viewpoints, one which emphasises the aspect of ‘failed states’ and the other that focuses on technology as the prime instigator and motivator for the protests. Even as the Arab Uprisings are commonly acknowledged as an upshot of a succession of protests as well as the “colour revolutions” across Eurasia and West Asia, the after effects have been incessant with the Maidan in Ukraine and intermittent protests in Turkey. The causative factors have been as diverse as climate change and its adverse impact, economic inequalities fed by a process of globalisation which caters to certain sections of society, social grievances of marginalised sections who feel politically, socially or culturally deprived and a general failure to address critical issues in an apt way. While the nature of the protests has been as varied as the reaction of authorities to the protest, there has been a tendency to review the replication of the protests across states in the region. The world today is increasingly observing and partaking in local and global acts of protest and solidarity that entail visual, aural, and behavioural articulations by demonstrators as effective ways of making claims, reclaiming spaces, and condemning invasive situations. The volume analyses relations between the state and such protests by exploring the construction of protest movements, and probing the background, nature and specificity of dissent. Protest movements and counter-movements have been examined and analysed. The purpose is to understand and interpret the moments and episodes associated with movements, capturing, disseminating and transmuting the images and symbols of protest. Chapters in the volume enquire about and debate on whether contemporary protesters are consolidating upon and intensifying prior repertoires of dissent.

Many developing countries pursue policies of rapid industrialization in order to achieve faster economic growth. Some policies cause displacement forcing many individuals to take up a fight against the state. Interestingly some of these dissenting individuals are more successful in organizing their protests than others. In Policing Protest Paul A. Passavant explores how the policing of protest in the United States has become increasingly hostile since the late 1990s, moving away from strategies that protect protesters toward militaristic practices designed to suppress protests. He identifies reactions to three interrelated crises that converged to institutionalize this new mode of policing: the political mobilization of marginalized social groups in the Civil Rights era that led to a perceived crisis of democracy, the urban fiscal crisis of the 1970s, and a crime crisis that was associated with protests and civil disobedience of the 1960s. As Passavant demonstrates, these reactions are all haunted by the figure of black insurrection, which continues to shape policing of protest and surveillance, notably in response to the Black Lives Matter movement. Ultimately, Passavant argues, this trend of violent policing strategies against protesters is evidence of the emergence of a post-democratic state in the United States.

China's student movement of 1989 ushered in an era of harsh political repression, crushing the hopes of those who desired a more democratic future. Communist Party elites sealed the fate of the movement, but did ill-considered choices by student leaders contribute to its tragic outcome? To answer this question, Teresa Wright centers on a critical source of information that has been largely overlooked by the dozens of works that have appeared in the past decade on the "Democracy Movement": the students themselves. Drawing on interviews and little-known first-hand accounts, Wright offers the most complete and representative compilation of thoughts and opinions of the leaders of this student action. She compares this closely studied movement with one that has received less attention, Taiwan's Month of March Movement of 1990, introducing for the first time in English a narrative of Taiwan's largest student demonstration to date. Despite their different outcomes (the Taiwan action ended peacefully and resulted in the government addressing student demands), both movements similarly maintained a strict separation between student and non-student participants and were unstable and conflict-ridden.
