’Long live liberty, equality, fraternity and dynamite’ So went the traditional slogan of the radical liberals in Greater Swabia, the south-western part of modern Germany. This book investigates the development of what the author terms ’popular liberalism’ in this region, in order to present a more nuanced understanding of political and cultural patterns in Germany up to the early 1930s. In particular, the author offers an explanation for the success of National Socialism before 1933 in certain regions of South Germany, arguing that the radical liberal sub-culture was not subsumed by the Nazi Party, but instead changed its form of representation. Together with the famous völkish fraction and the leftist fraction within the chapters of the Nazi Party, there were radical-liberal associations, ex-members of radical-liberal parties, sympathizers with these parties, and notables with a radical orientation derived from family and regional traditions. These people and associations believed that the Nazi Party could fulfil their radical - liberal vision, rooted in the local democratic and liberal traditions which stretched from 1848 to the early 20th century. By looking afresh at the relationship between local-regional identities and national politics, this book makes a major contribution to the study of the roots of Nazism.

What happens when manhood suffrage, a radically egalitarian institution, gets introduced into a deeply hierarchical society? In her sweeping history of Imperial Germany's electoral culture, Anderson shows how the sudden opportunity to "practice" democracy in 1867 opened up a free space in the land of Kaisers, generals, and Junkers. Originally designed to make voters susceptible to manipulation by the authorities, the suffrage's unintended consequence was to enmesh its participants in ever more democratic procedures and practices. The result was the growth of an increasingly democratic culture in the decades before 1914. Explicit comparisons with Britain, France, and America give us a vivid picture of the coercive pressures--from employers, clergy, and communities--that German voters faced, but also of the legalistic culture that shielded them from the fraud, bribery, and violence so characteristic of other early "franchise regimes." We emerge with a new sense that Germans were in no way less modern in the practice of democratic politics. Anderson, in fact, argues convincingly against the widely accepted notion that it was pre-war Germany's lack of democratic values and experience that ultimately led to Weimar's failure and the Third Reich. Across Europe the late nineteenth century marked a period of rapid economic change, increased migration, religious conflict, and inter-state competition. At the center of this pioneering work in modern European history is the German word Heimat—the homeland, the local place. Translations barely penetrate the meaning of the word, which has provided the emotional and ideological common ground for a variety of associations and individuals devoted to the cause of local preservation. Celia Applegate examines at both the national and regional levels the cultural meaning of Heimat and why it may be pivotal to the troubled and very timely question of German identity. The ideas and activities clustered around Heimat shed new light particularly on problems of modernization. Instead of viewing the Germans as a dangerously anti-modern people, Applegate argues that they used the cultivation of Heimat to ground an abstract nationalism in their attachment to familiar places and to reconcile the modern industrial and urban world with the rural landscapes and customs they admired. Primarily a characteristic of the middle classes, love of Heimat constituted an alternative vision of German unity to the familiar aggressive, militaristic one. The Heimat vision of Germany emphasized cultural diversity and defined German identity by its internal members rather than its external enemies. Applegate asks that we re-examine the continuities of German history from the perspective of the local places that made up Germany, rather than from that of prominent intellectuals or national policymakers. The local patriotism of Heimat activists emerges as an element of German culture that persisted across the great divides of 1918, 1933, and 1945. She also suggests that this attachment to a particular place is a feature of Europeans in general and is deserving of further attention. Over the course of the twentieth century, Germans have venerated and maintained a variety of historical buildings--from medieval fortresses and cathedrals to urban districts and nineteenth-century working-class housing. But the practice of historic preservation has sometimes proven controversial, as different groups of Germans have sought to use historical architecture to represent competing versions of their nation's history. Transient Pasts is the first book to examine the role that the historic preservation movement has played in German cultural history and memory from the end of the nineteenth century to the early 1970s. Focusing on key public debates over historic preservation, Rudy Koshar charts a trajectory of cultural politics in which historical architecture both facilitated and limited Germans' efforts to identify as a nation. He demonstrates that historical buildings and monuments have served as enduring symbols of national history in a country scarred by the traumas of two world wars, Nazism, the Holocaust, and political division. His findings challenge both the widely accepted argument that Germans have constantly repressed their past and the contention that Germany's intense public engagement with history since reunification is unprecedented.
