What happens when manhood suffrage, a radically egalitarian institution, gets introduced into a deeply hierarchical society? In her sweeping history of Imperial Germany's electoral culture, Anderson shows how the sudden opportunity to "practice" democracy in 1867 opened up a free space in the land of Kaisers, generals, and Junkers. Originally designed to make voters susceptible to manipulation by the authorities, the suffrage's unintended consequence was to enmesh its participants in ever more democratic procedures and practices. The result was the growth of an increasingly democratic culture in the decades before 1914. Explicit comparisons with Britain, France, and America give us a vivid picture of the coercive pressures--from employers, clergy, and communities--that German voters faced, but also of the legalistic culture that shielded them from the fraud, bribery, and violence so characteristic of other early "franchise regimes." We emerge with a new sense that Germans were in no way less modern in the practice of democratic politics. Anderson, in fact, argues convincingly against the widely accepted notion that it was pre-war Germany's lack of democratic values and experience that ultimately led to Weimar's failure and the Third Reich. Practicing Democracy is a surprising reinterpretation of nineteenth- and early twentieth-century Germany and will engage historians concerned with the question of Germany's "special path" to modernity; sociologists interested in obedience, popular mobilization, and civil society; political scientists debating the relative role of institutions versus culture in the transition to democracy. By showing how political activity shaped and was shaped by the experiences of ordinary men and women, it conveys the excitement of democratic politics.

For many years, the fields of citizenship education and participatory democracy have often operated independently from each other. During the last decade, the Transformative Learning Centre of the University of Toronto has nurtured multiple spaces for an interdisciplinary dialogue among scholars, practitioners and students from these two fields. One of those spaces was the Second International Conference on Citizenship Learning and Participatory Democracy, where close to 300 participants from all over the world shared ideas in more than 150 sessions, including discussions, round-tables, workshops and keynote addresses. This volume brings together a selected collection from the many papers submitted to the conference. In Practicing Democracy, eleven historians challenge conventional narratives of democratization in the early United States, offering new perspectives on the period between the ratification of the Constitution and the outbreak of the Civil War. The essays in this collection address critical themes such as the origins, evolution, and disintegration of party competition, the relationship between political parties and popular participation, and the place that parties occupied within the wider world of United States politics. In recent years, historians of the early republic have demolished old assumptions about low rates of political participation and shallow popular partisanship in the age of Jefferson—raising the question of how, if at all, Jacksonian politics departed from earlier norms. This book reaffirms the significance of a transition in political practices during the 1820s and 1830s but casts the transformation in a new light. Whereas the traditional narrative is one of a party-driven democratic awakening, the contributors to this volume challenge the correlation of party with democracy. They both critique constricting definitions of legitimate democratic practices in the decades following the ratification of the Constitution and emphasize the proliferation of competing public voices in the buildup to the Civil War. Democracy promises rule by all, not by the few. Yet, electoral democracies limit decision-making to representatives and have always had a weakness for inequality. How might democracy serve all rather than the few? Democracy Beyond the Nation State: Practicing Equality examines communities that govern their own lives without elites or centralized structures through assemblies and consensus. Rather than claiming equality by abstract rights or citizenship, these groups put equality into practice by reducing wealth and health divides, or landlessness or homelessness, and equalizing workloads. These practices are found in rural India and Brazil, in Buenos Aires, London, and New York, and among the Iroquois, the Zapatistas, and the global networks of La Via Campesina farmers and the World Social Forum. Readable accounts of these horizontal democracies document multiple political frames that prevent democracy from being frozen into entrenched electoral systems producing modern inequalities. Using practice to rewrite political theory, Parker draws on collective politics in Spivak and Derrida and embodied relations from Povinelli and Foucault to show that equal relations are not a utopian dream, not nostalgia, and not impossible. This book provides many practical solutions to inequality. In recent years democratic theory has taken a deliberative turn. Instead of merely casting the occasional ballot, deliberative democrats want citizens to reason together. They embrace 'talk as a decision procedure'. But of course thousands or millions of people cannot realistically talk to one another all at once. When putting their theories into practice, deliberative democrats therefore tend to focus on 'mini-publics', usually of a couple dozen to a couple hundred people. The central question then is how to connect micro-deliberations in mini-publics to the political decision-making processes of the larger society. In Innovating Democracy, Robert Goodin surveys these new deliberative mechanisms, asking how they work and what we can properly expect of them. Much though they have to offer, they cannot deliver all that deliberative democrats hope. Talk, Goodin concludes, is good as discovery procedure but not as a decision procedure. His slogan is, 'First talk, then vote'. Micro-deliberative mechanisms should supplement, not supplant, representative democracy. Goodin goes on to show how to adapt our thinking about those familiar institutions to take full advantage of deliberative inputs. That involves rethinking who should get a say, how we hold people accountable, how we sequence deliberative moments and what the roles of parties and legislatures can be in that. Revisioning macro-democratic processes in light of the processes and promise of micro-deliberation, Innovating Democracy provides an integrated perspective on democratic theory and practice after the deliberative turn.
