The book examines the nexus between political and religious thought within the Prussian old conservative milieu. It presents early-nineteenth-century Prussian conservatism as a phenomenon connected to a specific generation of young Prussians. The book introduces the ecclesial-political 'party of the Evangelische Kirchenzeitung' (EKZ), a religious party within the Prussian state church, as the origins of Prussia's conservative party post-1848. It traces the roots of the EKZ party back to the experiences of the Napoleonic Wars (1806-15) and the social movements dominant at that time. Additionally, the book analyses this generation's increasing politicization and presents the German revolution of 1848 and the foundation of Prussia's first conservative party as the result of a decade-long struggle for a religiously-motivated ideal of church, state, and society. The overall shift from church politics to state politics is key to understanding conservative policy post-1848. Consequently, this book shows how conservatives aimed to maintain Prussia's character as a Christian and monarchical state, while at the same time adapting to contemporary political and social circumstances. Contemporary Europe seems to be divided between progressive cosmopolitans sympathetic to the European Union and the ideals of the Enlightenment, and counter-enlightened conservative nationalists extolling the virtues of homelands threatened by globalised elites and mass migration. This study seeks to uncover the roots of historically informed ideas of Europe, while at the same time underlining the fundamental differences between the writings of the older counter-revolutionary Europeanists and their self-appointed successors and detractors in the twenty-first century. In the decades around 1800, the era of the French Revolution, counter-revolutionary authors from all over Europe defended European civilisation against the onslaught of nationalist revolutionaries, bent on the destruction of the existing order, or so they believed. In opposition to the new revolutionary world of universal and abstract principles, the counter-revolutionary publicists proclaimed the concept of a gradually developing European society and political order, founded on a set of historical and - ultimately divine - institutions that had guaranteed Europe's unique freedom, moderation, diversity, and progress since the fall of the Roman Empire. These counter-revolutionary Europeanists drew on the cosmopolitan Enlightenment and simultaneously criticized its alleged revolutionary legacy. Throughout the nineteenth and twentieth centuries, these ideas of European history and civilisation were rediscovered and adapted to new political contexts, shaping in manifold ways our contested idea of European history and memory until today.

Enlightened Nationalism provides the first synthesis in English of Prussian political culture from the Napoleonic era to the Revolution of 1848. Matthew Levinger challenges the conventional notion that Prussia lagged behind Western Europe in its political development, demonstrating that Prussian leaders embraced a distinctive program of political modernization in response to their country's defeat by Napoleon in 1806-1807. Building on the eighteenth-century tradition of enlightened absolutism, Prussian leaders attempted to unite a rationalized monarchy with a politically active "nation," thus mobilizing the populace to resist the French oppressors. The new culture of "enlightened nationalism" influenced the political theory and program of both liberals and conservatives in nineteenth-century Prussia. The book has important implications for understanding both subsequent German history and the history of nationalism in general. The author shows that the so-called authoritarian tendencies in Prussia's political culture resulted from its distinctive response to the challenges of the French Revolution and Napoleonic era, rather than from the persistence of premodern cultural or socioeconomic patterns. Likewise, by showing how nationalist activists drew on the cultural legacy of the Enlightenment, Levinger demonstrates that German nationalism cannot be understood as a uniquely pathological political phenomenon. Inspired by recent work exploring the role of discourse in historical change, the book analyzes how the word "nation" functioned in day-to-day debates and how this limited and shaped political options. Enlightened nationalism produced a mixed legacy: it promoted the reform of the education system, popular participation in local self-government, and administrative rationalization. But it also resulted in exaggerated fears of political dissent, reinforcing the authority of the monarchical state and inhibiting the formation of a vibrant system of parliamentary rule.
