Na podstawie danych z Systemu Informacji Prawnej LEX stwierdzono, że pojęcie „ryzyko” występuje w 4828 aktach prawnych, co daje prawie dwukrotny wzrost w ciągu ośmiu lat względem 2009 roku, w którym pojawiało się ono w 2686 dokumentach prawodawczych. Biorąc pod uwagę wyłącznie okres od pierwszego wydania niniejszej monografii do chwili obecnej, liczba aktów prawnych uwzględniających to pojęcie zwiększyła się o 621, co daje prawie 30-procentowy wzrost w ciągu niecałych trzech lat. W związku z powyższym uzasadnione wydało się przygotowanie kolejnego wydania monografii Zarządzanie ryzykiem. Przegląd wybranych metodyk – rozszerzonego o komplementarne tematycznie treści zaczerpnięte z trzech publikacji: 1. Rekomendacje formalno-prawne z zakresu zarządzania kryzysowego – wykorzystano angielsko-polski i polsko-angielski słownik pojęć oraz słownik rekomendowanych pojęć. 2. Przegląd wybranych dokumentów normatywnych z zakresu zarządzania kryzysowego i zarządzania ryzykiem wraz z leksykonem – wykorzystano Część III Zarządzanie ryzykiem oraz Część IV Wybrane pojęcia z zakresu zarządzania kryzysowego i zarządzania ryzykiem. 3. Zagadnienia ogólne z zakresu zarządzania ryzykiem i zarządzania kryzysowego – wykorzystano Część III Zarządzanie ryzykiem w Unii Europejskiej. Z uwagi na czas, jaki upłynął od pierwszego wydania trzech powyższych publikacji, autorzy dokonali aktualizacji pierwotnych treści oraz uzupełnili je o istotne dla tego obszaru tematycznego wątki, czego efektem jest niniejsza monografia. Powstała ona z myślą zarówno o osobach zainteresowanych zawodowo przedmiotową problematyką, jak i studentach kierunków związanych z zarządzaniem – szczególnie jeżeli chodzi o przyjęty przez autorów i rekomendowany słownik terminów związanych z zarządzaniem. bryg. dr hab. inż. On February 2-3, 2000, the U.S. Army War College, the Triangle Institute for Security Studies, and the Duke University Center for Law, Ethics, and National Security co-sponsored a conference in Chapel Hill, North Carolina. The conference examined transnational threats, including terrorism involving weapons of mass destruction, cyber threats to the national infrastructure, and international organized crime. The goal was to evaluate the seriousness of such threats and discuss strategies for dealing with them. In particular, the conference sought to address the question of how military and law enforcement could blend their strategies to better counter transnational threats. A secondary purpose was to clarify the role of the military in meeting challenges that transcend national borders and threaten our national interests. This book highlights some of the main issues and themes that ran through the conference. After looking at the various threats and undertaking a risk assessment, the report considers the unique aspects of transnational threats, and then identifies the key challenges facing the United States, paying particular attention to the role of the military. The book concludes with discussions of some of the steps that should be taken to secure ourselves against transnational threats.
