This book investigates why networks, some with joined-up governance remits, appeared ineffective in handling neighbourhood unemployment even in periods when the national unemployment levels dropped. It deploys a multi-theoretical and methodological framework to investigate this empirical puzzle, and to test and analyse the causal factors influencing network outcomes. Chapters examine network concepts, network theories, outcome indicators, the historical infrastructure and management of unemployment policy, and governing network trends in post-war urban regeneration interventions. Comparative network case studies offer empirical evidence and a high degree of local variation. Mixed methods (qualitative and quantitative approaches), including social network analysis, uncover formal and informal networks, and eighty-six interviews in two English local authorities with persistent unemployment, give voice to network practitioner experiences. Findings explain why sub-optimal network outcomes prevail and operational difficulties persist on the ground. Students and academics, professionals and activists can use the results to challenge network governance theories and the policy status-quo.

Networks have been described in terms of metaphors, governance arrangements and structural or institutional arrangements. These different perspectives of networks come out of a variety of disciplines, including political science, public administration, urban affairs, social welfare, public management and organizational/sociological research. This wealth of research, while contributing to a deeper understanding of networks, presents a dilemma which is addressed by this book. That is the question of whether there is a theory of public networks that informs networks in their various forms, and is there a need for a new theory of networks? More importantly, is network research still relevant to practice? Does network theory improve the process of governance? Are different terms and/or approaches actually the same or different? What do these different approaches mean to theory? This book deeply explores and integrates existing network theory and related theories from a number of perspectives, levels and jurisdictions to develop a framework to guide network design, governance and management. Energy spurs social and economic development and has multiple effects on the ecological and social environment of societies. Energy access for socially equitable development, energy security for economic growth, and the mitigation of climate change all represent issues of sustainable development. Energy markets, however, fail to set incentives right. Based on research in five sustainable energy-related global policy networks and on conducted expert interviews, this study analyzes the effectiveness of global policy networks and aims to identify instruments of effective global environmental governance.
