This symposium, which was held on March 10-11, 2003, at UNESCO headquarters in Paris, brought together policy experts and managers from the government and academic sectors in both developed and developing countries to (1) describe the role, value, and limits that the public domain and open access to digital data and information have in the context of international research; (2) identify and analyze the various legal, economic, and technological pressures on the public domain in digital data and information, and their potential effects on international research; and (3) review the existing and proposed approaches for preserving and promoting the public domain and open access to scientific and technical data and information on a global basis, with particular attention to the needs of developing countries.

Modern science is ever more driven by computations and simulations. In particular, the state of the art in space and Earth science often arises from complex simulations of climate, space weather, and astronomical phenomena. At the same time, scientific work requires data processing, presentation, and analysis through broadly available proprietary and community software.1 Implicitly or explicitly, software is central to science. Scientific discovery, understanding, validation, and interpretation are all enhanced by access to the source code of the software used by scientists. This report investigates and recommends options for NASA's Science Mission Directorate (SMD) as it considers how to establish a policy regarding open source software to complement its existing policy on open data. In particular, the report reviews existing data and software policies and the lessons learned from the implementation of those policies, summarizes community perspectives, and presents policy options and recommendations for implementing an open source software policy for NASA SMD.

This book focuses on the use of open source software for geospatial analysis. It demonstrates the effectiveness of the command line interface for handling both vector, raster and 3D geospatial data. Appropriate open-source tools for data processing are clearly explained and discusses how they can be used to solve everyday tasks. A series of fully worked case studies are presented including vector spatial analysis, remote sensing data analysis, landcover classification and LiDAR processing. A hands-on introduction to the application programming interface (API) of GDAL/OGR in Python/C++ is provided for readers who want to extend existing tools and/or develop their own software.

Quantitative Analysis And Modeling Of Earth And Environmental Data written by Jiaping Wu and has been published by Elsevier this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-12-04 with Science categories.

Quantitative Analysis and Modeling of Earth and Environmental Data: Space-Time and Spacetime Data Considerations introduces the notion of chronotopologic data analysis that offers a systematic, quantitative analysis of multi-sourced data and provides information about the spatial distribution and temporal dynamics of natural attributes (physical, biological, health, social). It includes models and techniques for handling data that may vary by space and/or time, and aims to improve understanding of the physical laws of change underlying the available numerical datasets, while taking into consideration the in-situ uncertainties and relevant measurement errors (conceptual, technical, computational). It considers the synthesis of scientific theory-based methods (stochastic modeling, modern geostatistics) and data-driven techniques (machine learning, artificial neural networks) so that their individual strengths are combined by acting symbiotically and complementing each other. The notions and methods presented in Quantitative Analysis and Modeling of Earth and Environmental Data: Space-Time and Spacetime Data Considerations cover a wide range of data in various forms and sources, including hard measurements, soft observations, secondary information and auxiliary variables (ground-level measurements, satellite observations, scientific instruments and records, protocols and surveys, empirical models and charts). Including real-world practical applications as well as practice exercises, this book is a comprehensive step-by-step tutorial of theory-based and data-driven techniques that will help students and researchers master data analysis and modeling in earth and environmental sciences (including environmental health and human exposure applications). - Explores the analysis and processing of chronotopologic (i.e., space-time and spacetime) data that varies spatially and/or temporally, which is the case with the majority of data in scientific and engineering disciplines - Studies the synthesis of scientific theory and empirical evidence (in its various forms) that offers a mathematically rigorous and physically meaningful assessment of real-world phenomena - Covers a wide range of data describing a variety of attributes characterizing physical phenomena and systems including earth, ocean and atmospheric variables, environmental and ecological parameters, population health states, disease indicators, and social and economic characteristics - Includes case studies and practice exercises at the end of each chapter for both real-world applications and deeper understanding of the concepts presented
