Susan L. Groenke and J. Amos Hatch It does not feel safe to be critical in university-based teacher education programs right now, especially if you are junior faculty. In the neoliberal era, critical teacher education research gets less and less funding, and professors can be denied tenure or lose their jobs for speaking out against the status quo. Also, we know that the pedagogies critical teacher educators espouse can get beginning K–12 teachers fired or shuffled around, especially if their students’ test scores are low. This, paired with the resistance many of the future teachers who come through our programs—predominantly White, middle-class, and happy with the current state of affairs—show toward critical pedagogy, makes it seem a whole lot easier, less risky, even smart not to “do” critical pedagogy at all. Why bother? We believe this book shows we have lots of reasons to “bother” with critical pe- gogy in teacher education, as current educational policies and the neoliberal discourses that vie for the identities of our own local contexts increasingly do not have education for the public good in mind. This book shows teacher educators taking risks, seeking out what political theorist James Scott has called the “small openings” for resistance in the contexts that mark teacher education in the early twenty-first century.

The restructuring of teaching is a global issue, the result of a transnational movement of policy. Gender shapes the occupational reform and binds the global-to-the-local movement of reform ideas. Gender is also implicated in how policy is done and how it leads to particular outcomes. This volume examines the behind-the-scenes work done to make sense of reform and implement it during the workday and questions the new forms and controls over teaching reforms—the labor process—revealed to understand the implications of neoliberal education reform on teachers’ work. Based on ethnographic research undertaken at public high schools in Argentina, this volume introduces the everyday work lives of teachers. It includes interviews and observations revealing what it means to be a teacher in the reform context, and explores the ways masculinities and femininities shape teachers’ decision-making about reforms. This book presents how neoliberal trends, as reflected in the grouplised school structure, affect teachers’ professional learning and daily practice, and discusses how teacher agency is enabled and constrained at both individual and collective levels. The author interviewed teachers and administrators from eight different grouplised schools. He argues that the neoliberal trends in high-stakes accountability largely constrained teacher agency. School grouplisation was generally top-down, and a bottom-up structure is needed to support teachers' professional growth. Collective agency and administrator support could protect students against the neoliberal trends in education by enabling teachers to make conscious, moral decisions and take actions in their daily practice. He further identifies principles of invoking collective agency among teachers and proposes suggestions for educational reform implementation in neoliberal contexts. Policymakers, school administrators and teachers interested in grouplised schools and collective agency may find this book insightful.
