The eEurope initiatives have made online government a European priority. ICT can effectively make government more accessible and remove existing administrative and commercial barriers across the Union. Public procurement is one of the key areas where these new technologies can improve and simplify the way government operates and help remove existing commercial obstacles. Electronic public procurement not only makes it easier for enterprises to identify contract opportunities and to supply their goods and services across borders, but can also save money and time for both businesses and administrations, decrease the potential risk of corruption and contribute to the strengthening of Europe's competitiveness and economic growth. In 2004, a legislative framework for the use of electronic means in public procurement was adopted by the Council and European Parliament. Member States are due to implement this new framework by 31 January 2006 and perform procurement procedures electronically in compliance with the requirements of the directives. Coordination between all the actors involved is vital in order to ensure the successful conversion of traditional paper-based public procurement to electronic procedures.

An ICT-enabled procurement system and government adoption of e-commerce can transform business processes between the suppliers in the private sector and the Government. E-procurement promotes greater accountability of the Government, increases efficiency and cost-effectiveness and enables equal access to the public sector market. Developing countries can use e-procurement as a tool to achieve better governance and enhance economic development. The International Conference on E-procurement assisted the participants to gain a better understanding of e-procurement and e-government, and build capacity for the planning and implementing of an e-procurement system. The workshop was intended to assist the participants in defining priorities and specific actions for progressing to e-procurement. Some of the topics addressed at this conference included: re-engineering internal processes of government/public administration, factors critical to the successful implementation of e-procurement including e-training of government officials; stakeholder participation in e-government projects; building community and government leadership; and security and privacy issues in e-procurement. Participants were required to submit a proposal for implementing e-procurement in their countries, which could potentially be executed.

Interoperability can be defined as the "ability of organisations to interact towards mutually beneficial goals, involving the sharing of information and knowledge between these organisations, through the business processes they support, by means of data exchange between their ICT systems". Interoperability of eProcurement is closely linked to interoperability in the wider eGovernment context. Interoperability between eProcurement systems increases value for money in public procurement. It does this in two main ways: by more competition (mainly thanks to better eProcurement solutions) and by enabling data-driven decisions (mainly thanks to better data). Contracting authorities also benefit from improved data quality and better usage of standards facilitates. These factors enable a more effective procurement process. Additionally, more competition increases the competitiveness of EU companies, because instead of wasting resources on administrative requirements, they must improve their offering to win public contracts. Finally, better data also increases the overall transparency of public procurement. As described by the European Interoperability Framework, interoperability must be achieved on four layers: legal, organizational, semantic (incl. syntactic) and technical. This must be supported by good governance. In eProcurement, the biggest effort is needed on the semantic and organizational layers. The main challenges to interoperability are unclear governance, different maturity of platforms and uncertain take-up. Europe has been undertaking interoperability-related initiatives for years. These include legislative measures in the Directives on public procurement as well as non-legislatives measures, such as the work by the CEN-BII Workshops, PEPPOL and eSENS projects, as well as The Once Only Principle project and the EU Procurement Ontology. Initiatives are also taking place globally, for example the Universal Business Language and the Open Contracting Data Standard.
