Squatting is currently a global phenomenon. A concomitant of economic development and social conflict, squatting attracts public attention because – implicitly or explicitly – it questions property relations from the perspective of the basic human need for shelter. So far neglected by historical inquiry, squatters have played an important role in the history of urban development and social movements, not least by contributing to change in concepts of property and the distribution and utilization of urban space. An interdisciplinary circle of authors demonstrates how squatters have articulated their demands for participation in the housing market and public space in a whole range of contexts, and how this has brought them into conflict and/or cooperation with the authorities. The volume examines housing struggles and the occupation of buildings in the Global "North," but it is equally concerned with land acquisition and informal settlements in the Global "South." In the context of the former, squatting tends to be conceived as social practice and collective protest, whereas self-help strategies of the marginalized are more commonly associated with the southern hemisphere. This volume’s historical perspective, however, helps to overcome the north-south dualism in research on squatting.

The book features Professor Tullock s normal array of insights and gems of wisdom throughout. The thesis of the book, to view government through the prism of externalities, is intriguing and makes the book well worth reading. Daniel Sutter, Public Choice The book can be commended for introducing a broad range of thought-provoking ideas in an accessible form. It is an easy read, but does not achieve (nor does it aspire to) the usual standards of academic rigour. It is in places retrospective and in others polemical. But all of it is entertaining. Gareth Myles, Economica The book offers a nice introduction into public choice but still has enough in it to keep more advanced scholars interested. Well worth reading for anyone with even a modicum of interest in economics and/or politics in the most non-partisan sense. Phong Ngo, Economic Record Tullock provides a readable account of public choice economics and the problems with collective decision making. . . Highly recommended. M. Steckbeck, Choice Gordon Tullock, eminent political economist and one of the founders of public choice, offers this new and fascinating look at how governments and externalities are linked. Economists frequently justify government as dealing with externalities, defined as benefits or costs that are generated as the result of an economic activity, but that do not accrue directly to those involved in the activity. In this original work, Gordon Tullock posits that government can also create externalities. In doing so, he looks at governmental activity that internalizes such externalities. Monarchical governments originally introduced, for the benefit of the monarch rather than to eliminate externalities, many standard government activities such as road building, war, and internal policing. Most modern governments spend more money on redistribution than on more traditional government activities. This can be thought of as another effort to reduce externalities, since suffering in the community imposes externalities on the rest of us. Rent seeking, a relatively new field in economics and political science, is closely related to externalities and to the structure of government. An analysis of rent seeking, as well as some suggestions for improving government structure, cap off this fascinating treatise. Economists and political scientists will find this lively and readable book both stimulating and provocative.

This book develops an original theory of group and organizational behavior that cuts across disciplinary lines and illustrates the theory with empirical and historical studies of particular organizations. Applying economic analysis to the subjects of the political scientist, sociologist, and economist, Mancur Olson examines the extent to which the individuals that share a common interest find it in their individual interest to bear the costs of the organizational effort. The theory shows that most organizations produce what the economist calls “public goods”—goods or services that are available to every member, whether or not he has borne any of the costs of providing them. Economists have long understood that defense, law, and order were public goods that could not be marketed to individuals, and that taxation was necessary. They have not, however, taken account of the fact that private as well as governmental organizations produce public goods. The services the labor union provides for the worker it represents, or the benefits a lobby obtains for the group it represents, are public goods: they automatically go to every individual in the group, whether or not he helped bear the costs. It follows that, just as governments require compulsory taxation, many large private organizations require special (and sometimes coercive) devices to obtain the resources they need. This is not true of smaller organizations for, as this book shows, small and large organizations support themselves in entirely different ways. The theory indicates that, though small groups can act to further their interest much more easily than large ones, they will tend to devote too few resources to the satisfaction of their common interests, and that there is a surprising tendency for the “lesser” members of the small group to exploit the “greater” members by making them bear a disproportionate share of the burden of any group action. All of the theory in the book is in Chapter 1; the remaining chapters contain empirical and historical evidence of the theory’s relevance to labor unions, pressure groups, corporations, and Marxian class action.

Public goods are typically defined only in reference to the good itself but, as this book argues, the public goods can be better understood if contextual variables are incorporated. This book discusses the production and provision of public goods. It asserts that changes related to public goods are better understood if the category of goods are not decided solely by the properties of the good itself. We also need to focus on how the enabled utility of a good is influenced by the production and the provision of the good. The book opens with a brief introduction to common conceptions of public goods and a review of the existing literature - highlighting the limitations of current definitions of public goods. It presents a new multi-layered approach to public goods. This has implications for the discourse on public goods and for our understanding of the societal and environmental impact of public goods. Public-goods theory constituted a major element in James M. Buchanan’s research agenda throughout the 1960s. The Demand and Supply of Public Goods is a major part of that work. At the time that Buchanan was elaborating on his theories of public goods, the prevailing trend in public economics was the emergence of public-expenditure theory, which attempted to form a comprehensive theory of the state around the notion of market failure. The Demand and Supply of Public Goods established Buchanan’s broad purpose of explicitly comparing market performance with political performance. As such, the book is an important part of Buchanan’s contractarian theory of the "productive state.” Conceived originally as a series of lectures given at Cambridge University in 1961 and 1962, The Demand and Supply of Public Goods is written for students, but is in no way a textbook of dry pedagogy. Instead, as Geoffrey Brennan writes in the foreword, "What Buchanan provides here is a clear statement of the contractarian approach to public goods problems, very much in the 'voluntary exchange’ tradition of Wicksell and Lindhal.” James M. Scholarly discussions on economic development in history, specifically those linked to industrialization or modern economic growth, have paid great attention to the formation and development of the market economy as a set of institutions able to augment people’s welfare. The role of specific nonmarket practices for promoting the economic development and welfare has been a distinct concern, typically involving discussion of the state’s economic policies. How have societies tackled those issues that the market did not? To what extent did those solutions reflect the structure of an economy? Public Goods Provision in the Early Modern Economy explores these questions by investigating efforts made for the provision of "public goods" in early modern economies from the perspective of Japanese socioeconomic history during Tokugawa era (1603–1868), and by comparing those cases with others from Europe and China’s economic history. The contributors focus on three areas of inquiry—early modern era welfare policies for the poor, infrastructure, and forest management—to provide both a unique perspective on Japanese public finance at local levels and a vantage point outside of Europe to encourage a more global view of early modern political economies that shaped subsequent modern transformations.
