A public health and environment reconnaissance team visited the Gulf Coast in October 2005. The team¿s efforts extended from New Orleans to the parishes north of Lake Pontchartrain to the Louisiana-Texas border. The primary study areas were Orleans, Jefferson, St. Tammany, Washington, Calcasieu, and Cameron parishes. The report provides information on the public health aspects of the site visit and reviews the environmental infrastructure observations. Infectious diseases accounted for 37% of the illnesses recorded. Skin or wound infections were diagnosed in 40% and acute respiratory infections in 32% of the infectious disease cases. Hurricanes disrupted drinking water service to five million people. Illustrations.

Public health officials have the traditional responsibilities of protecting the food supply, safeguarding against communicable disease, and ensuring safe and healthful conditions for the population. Beyond this, public health today is challenged in a way that it has never been before. Starting with the 9/11 terrorist attacks, public health officers have had to spend significant amounts of time addressing the threat of terrorism to human health. Hurricane Katrina was an unprecedented disaster for the United States. During the first weeks, the enormity of the event and the sheer response needs for public health became apparent. The tragic loss of human life overshadowed the ongoing social and economic disruption in a region that was already economically depressed. Hurricane Katrina reemphasized to the public and to policy makers the importance of addressing long-term needs after a disaster. On October 20, 2005, the Institute of Medicine's Roundtable on Environmental Health Sciences, Research, and Medicine held a workshop which convened members of the scientific community to highlight the status of the recovery effort, consider the ongoing challenges in the midst of a disaster, and facilitate scientific dialogue about the impacts of Hurricane Katrina on people's health. Environmental Public Health Impacts of Disasters: Hurricane Katrina is the summary of this workshop. This report will inform the public health, first responder, and scientific communities on how the affected community can be helped in both the midterm and the near future. In addition, the report can provide guidance on how to use the information gathered about environmental health during a disaster to prepare for future events.

The events of Hurricane Katrina have been seared into our collective consciousness, revealing a glaring discrepancy between the experiences of privileged whites and those of low-income blacks. The latter faced a scale of physical danger and mental trauma that the former largely escaped. While residents with resources evacuated in cars, poor residents were left to fend for themselves—without food, water, medicine, shelter, or safety. Many poor African Americans died; many more lost loved ones and all of their material belongings. Natural Disasters and Public Health analyzes the public health effects of Hurricanes Katrina, Rita, and Wilma on minorities in New Orleans and along the Gulf Coast. The contributors assess the overall health policy and public health implications of these three natural disasters. Long before the "germ theory" of disease was described, late in the nineteenth century, humans knew that climatic conditions influence the appearance and spread of epidemic diseases. Ancient notions about the effects of weather and climate on disease remain embedded in our collective consciousness-through expressions such as "cold" for rhinovirus infections; "malaria," derived from the Latin for "bad air;" and the common complaint of feeling "under the weather." Today, evidence is mounting that earth's climate is changing at a faster rate than previously appreciated, leading researchers to view the longstanding relationships between climate and disease with new urgency and from a global perspective. As Hurricane Katrina vividly revealed, disaster policy in the United States is broken and needs reform. What can we learn from past disasters—storms, floods, earthquakes, tsunamis, landslides, and wildfires—about preparing for and responding to future catastrophes? How can these lessons be applied in a future threatened by climate change? In this bold contribution to environmental law, Robert Verchick argues for a new perspective on disaster law that is based on the principles of environmental protection. His prescription boils down to three simple commands: Go Green, Be Fair, and Keep Safe. “Going green” means minimizing exposure to hazards by preserving natural buffers and integrating those buffers into artificial systems like levees or seawalls. “Being fair” means looking after public health, safety, and the environment without increasing personal and social vulnerabilities. “Keeping safe” means a more cautionary approach when confronting disaster risks. Verchick argues that government must assume a stronger regulatory role in managing natural infrastructure, distributional fairness, and public risk. He proposes changes to the federal statutes governing environmental impact assessments, wetlands development, air emissions, and flood control, among others. Making a strong case for more transparent governmental decision-making, Verchick offers a new vision of disaster law for the next generation.
