Health and Human Rights in a Changing World is a comprehensive and contemporary collection of readings and original material examining health and human rights from a global perspective. Editors Grodin, Tarantola, Annas, and Gruskin are well-known for their previous two volumes (published by Routledge) on this increasingly important subject to the global community. The editors have contextualized each of the five sections with foundational essays; each reading concludes with discussion topics, questions, and suggested readings. Institutions matter for the advancement of human rights in global health. Given the dramatic development of human rights under international law and the parallel proliferation of global institutions for public health, there arises an imperative to understand the implementation of human rights through global health governance. Two past presidents of the American Public Health Association have edited this book, on the ways in which social injustice causes and contributes to public health problems. Their previous books, War and Public Health and errorism and Public Health, both dealt with specific issues of social injustice as they relate to public health. The current book addresses a broader set of issues in a more comprehensive manner. This book defines social injustice as the denial or violation of economic, sociocultural, political, civil, or human rights of specific populations or groups in society. These groups are socially defined in terms of racial or ethnic status, language, country of origin, socioeconomic status, age, gender, sexual orientation or other perceived group characterisitics. Social injustice manifests in many ways ranging from various forms of overt discrimination to the wide gaps between the "haves" and the "have-nots" within a country or between richer and poorer countries. It increases the prevalence of risk factors and hazardous exposures, which in turn lead to higher rates of disease, injury, disability, and premature death. Public health professionals as well as students need to have a clear understanding of social injustice in order to address these problems, but few books address such a wide range of issues. This book will enable readers to understand social injustice and will prepare them to recognize, document, investigate, and prevent social injustice and its effects on health. The book deals with the complicated relationships between national security and human rights, and between public health and human rights. Its premise is the fact that national security and public health are both included in human rights instruments as ‘exceptions’ to the human rights therein sanctioned, yet they can arguably be considered as human rights themselves and be equally valuable. The book therefore asks to what extent the protection of the individual could – or should – be overridden to enable the protection of the national security or public health of the general public. Both practice and case law have shown that human rights risk being set aside when they clash with the protection of national security or public health. Through theoretical analysis and practical examples, the book addresses the conflicts that arise when the concepts of national security and public health are used – and abused – and other rights, including freedom of speech, procedural freedoms, individual health, are violated as a consequence.
