First published in 1988. This book argues that there is a growing structural crisis in the provision of housing in advanced capitalist countries and that the steady improvement in housing conditions since 1945 is unlikely to continue. The dilemmas facing housing policy makers can no longer be seen as concerned just with distributional questions but with problems generated by the restructuring of key elements of housing provision, including private housing finance and the housebuilding industry. It looks at housing markets, housing policies and specific institutions connected with housing provision in many advanced capitalist countries, including Britain, the USA, France, West Germany, the Netherlands and Denmark. It considers the different sectors and the changes taking place there, using case study material where appropriate to support its varied and convincing arguments.

Originally published in 1993, this book is a detailed comparative examination of the housing issue by housing experts, looking at the USA, UK, Germany, the Netherlands and France. The volume offers an excellent blend of critical analysis and practical policy recommendations, including a better targeting of tax concessions, a move back to social housing more diverse than in the past and measures for reducing homelessness. Perennial issues which remain as pertinent today as when the book was first published are also discussed: homelessness, housing affordability for people on low incomes, changes in housing markets.

Excerpt from New Homes for Old: Public Housing in Europe and America In Europe homes are blacked out. Before long, many of them may be ruined by aerial bombardment. In belligerent countries, building - except for the building of bombproof shelters, barracks and munitions plants - has ceased. Even in the neutral countries of Europe house building is going to become increasingly difficult: the shortage and high cost of building materials, the general disturbance of trade, will see to that. The building of homes is essentially one of the arts of peace. In war it has to go by the board. But America is not at war. America is far from the scene of the struggle. And Americans are still free to cultivate the arts of peace. America Builds It happens, moreover, that America has already embarked upon a big home-building program. Part of that program - to provide homes for low-income families - started under the PWA in 1933. But it only really got under way in 1937. In that year, when Congress passed an act establishing the United States Housing Authority (USHA), we officially accepted the challenge of the slums. The USHA was authorized to make loans and grants to municipal and county housing authorities and to set up minimum standards for the construction and maintenance of "public" housing. So in various parts of the country today, from Massachusetts to California, from Michigan to Mississippi, new USHA homes are going up. At the foot of Main Street or across the railroad tracks in many a small town, in the slums or on the outskirts of cities, you can see the new buildings in various stages of construction. Some of them are already completed. John Jones moved in the other day and can't stop talking about all the space and air and light in his new house: never before could he find more than three rooms for his family of six at a rent he could pay. Social Housing In Europe written by Kathleen Scanlon and has been published by John Wiley & Sons this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-09-29 with Business & Economics categories.

All countries aim to improve housing conditions for their citizens but many have been forced by the financial crisis to reduce government expenditure. Social housing is at the crux of this tension. Policy-makers, practitioners and academics want to know how other systems work and are looking for something written in clear English, where there is a depth of understanding of the literature in other languages and direct contributions from country experts across the continent. Social Housing in Europe combines a comparative overview of European social housing written by scholars with in-depth chapters written by international housing experts. The countries covered include Austria, Denmark, England, France, Germany, Hungary, Ireland, The Netherlands and Sweden, with a further chapter devoted to CEE countries other than Hungary. The book provides an up-to-date international comparison of social housing policy and practice. It offers an analysis of how the social housing system currently works in each country, supported by relevant statistics. It identifies European trends in the sector, and opportunities for innovation and improvement. These country-specific chapters are accompanied by topical thematic chapters dealing with subjects such as the role of social housing in urban regeneration, the privatisation of social housing, financing models, and the impact of European Union state aid regulations on the definitions and financing of social housing.
