Written by two authors with a wide range of experience in international affairs, this introductory text addresses both the commonalities and diversity of administrative practice around the world, including a succinct but thorough overview of PA in the United States. It combines solid conceptual foundations with strong coverage of nuts-and-bolts "how to" topics, such as personnel management, procurement, and budgeting, and covers both developed countries and developing and transitional economies. The book's chapters are organized into four major sections: government functions and organization; management of government activity; interaction between government and citizens; and prospects of administrative reform. Plentiful illustrations and examples throughout the book, and "What to Expect" sections and discussion questions in each chapter, make this an ideal text for any PA course that takes a global perspective.

* Joey F. George I was honored to be asked to open the VI Conference of the Italian Chapter of the Association for Information Systems (ItAIS), held in Olbia, on the Costa Smeralda of Sardinia, Italy, in October 2009. Over 90 research papers were presented over two days, and over 120 people attended the conference. Each day, five par- lel sessions featured papers on diverse information systems topics. Session themes included Information and Knowledge Management; Organizational Change and Impact of ICT; IS Quality, Metrics and Impact; E-Justice and Ethics of Information Systems; Information Systems Development and Design Methodo- gies; E-Services in Public and Private Sectors; Innovation Transfer of IT Research Projects; the Strategic Role of Information Systems; Accounting Management and Information Systems; Human Computer Interaction; and Emerging Issues in a Globalized and Interconnected World. The majority of attendees were from Italy, which would be expected for a meeting of the Italian Chapter of AIS. However, as much as 30% of participants came from elsewhere, from other parts of Europe to be sure, but also from as far away as Nigeria, Mexico and Australia. That the conference was so decidedly international provides support for the 2009 con- rence theme, “Achieving Fusion in the Interconnected World. ” Amid lively d- cussion and intellectual exchanges, professional networks were extended well beyond the Costa Smeralda and new connections and friendships were made.

For almost a half a century, scholars and practitioners have debated what the connections should be between public administration and the public. Does the public serve principally as citizen-owners, those to whom administrators are responsible? Are members of the public more appropriately viewed as the customers of government? Or, in an increasingly networked world, do they serve more as the partners of public administrators in the production of public services? This book starts from the premise that the public comes to government not principally in one role but in all three roles, as citizens and customers and partners. The purpose of the book is to address the dual challenge that reality implies: (1) to help public administrators and other public officials to understand the complex nature of the public they face, and (2) to provide recommendations for how public administrators can most effectively interact with the public in the different roles. Using this comprehensive perspective, Citizen, Customer, Partner helps students, practitioners, and scholars understand when and how the public should be integrated into the practice of public administration. Most chapters in Citizen, Customer, Partner include multiple boxed cases that illustrate the chapter’s content with real-world examples. The book concludes with an extremely useful Appendix that collects and summarizes the 40 Design Principles – specific advice for public organizations on working with the public as customers, partners, and citizens.

The Westminster-stylized model of Parliamentary democratic governance is out of step with today’s digitally and socially networked world. The resulting context for public sector governance brings both promise and peril – with profound consequences for public servants, elected officials, and citizens alike. This book presents a timely and thorough examination of the main sources of tension between the political and administrative foundations of the traditional state apparatus, commonly referred to as ‘machinery’, and newly emerging alternative governance mindsets and mechanisms driven by the advent of ‘mobility’. Consistent with the emergence of Government 2.0, some of the critical technological and organizational dimensions of mobility include openness, cloud computing, privacy and security, and social media. Furthermore, a more informed, educated, and connected citizenry creates new pressures and opportunities for public engagement, particularly online. Blending conceptual and empirical perspectives from Canada and many other jurisdictions around the world, this book aims to provide scholars, students, and practitioners of democratic and public sector governance with fresh insight into both the prospects for reform and the critical choices that lie ahead for governments and citizens in an increasingly mobile and participative age.
