Models for Public Systems Analysis considers the mathematical model formulation to improve the delivery of urban service systems, such as sanitation, fire, police, and ambulances. This book is composed of five chapters that demonstrate the translation of significant societal problems into a mathematical framework, as well as the advantages and limitations of these models. Chapter 1 deals with the issue of plant location and siting questions, with a brief overview of water resource modeling, while Chapter 2 provides set-covering models for manpower scheduling as a direct outgrowth of the author's experience with the Sanitation Department in New York City. Chapters 3 and 4 describe the delivery of emergency services, particularly with models of congestion and delay and of optimal deployment. These chapters also present probabilistic analysis in nature since both the spatial and the temporal patterns of demand are intrinsically uncertain. The tools used are queueing theory and geometric probability. Chapter 5 examines network optimization methods, mainly to explore questions of vehicle routing and scheduling. This chapter also provides a few comments on large-scale models of urban growth, these being generally more familiar to the regional planner then to the operations analyst. This book will prove useful to applied mathematics and policy science students.

A wide range of books on urban systems models are available today for the student of urban planning, geography, and economics. There are few, if any, books, however, that deal with integrated urban systems modeling from the operational viewpoint. The term "integrated" is used here in the same sense as the "general equilibrium", in contrast to such approaches as "sequential" or "partial equilibrium". In fact, the main thesis of this book is that the characteristics of ur ban activity that best distinguish it from rural activity are (1) the intensive use of urban land and (2) urban congestion. On this basis, models that are introduced in this book are three- dimensional in character and produce urban land use configurations with explicit optimal density of urban pro duction activities along with optimal levels of transportation congestion. It is also assumed that both public and private sectors play significant roles in shaping urban forms, structures, and functions in mixed economic systems. From this viewpoint, models developed in this book address two integrated decision-making procedures: one by the public sector, which provides urban infrastructure and public services, and the other one by the private sector, which uses provided infrastructure and public services in pursuing parochial interests.

This book proposes one of the possible approaches to solving problems of modeling large social systems. First, the issues that needs to be considered when developing models are qualitatively described. In this regard, analogies of the behavior of large social systems with artificial neural networks are indicated. Some issues of the mental properties of an individual are given, which should be taken into account when building models. One of the main among them is taking into account the internal image of the external world in the representation of the individual. Consideration of the inner image allowed proposing new ways to consider other common problems - for example, the archetypes in consciousness. Consideration of the issues indicated above made it possible to propose appropriate mathematical models that allowed, for example, describing some aspects of the problem of sustainable development. Some issues of anticipation in to public systems are considered. The book also contains mathematical models of both large social systems and some mental processes of individuals. In some cases, illustrations of the application of the proposed models are given: to geopolitics, the stock market, the formation of public opinion.
