Recent years have seen a growing emphasis upon the need for universities to contribute to the economic, social and environmental well-being of the regions in which they are situated, and for closer links between the university and the region. This book brings together a cross-disciplinary and cross-national team of experts to consider the reasons for, and the implications of, the new relationship between universities and territorial development. Examining the complex interactions between the 'inner life' of the university and its external environment, it poses the question: 'Can the modern university manage the governance and balancing of these, sometimes conflicting, demands'? The study of universities’ role in regional engagement has traditionally been focusing on exceptional cases. This book presents a reconceptualization which embraces its underlying complexity and proposes a roadmap for a renewed research agenda. Starting from the grassroots level of universities’ everyday engagements, the book delves into the manifold ways in which university knowledge agents build connections with regional partners. Through 11 empirical chapters, the authors not only chart the diversity among case institutions, engagement mechanisms, and regional contexts but also use that diversity to advance a novel conceptual framework, centered on the process of mundaneness, for unpacking university-regions’ everyday activities, taking into account the dynamic, complex, and co-evolving interplay between (a) key social agents and institutions, (b) the contexts in which they are embedded, as well as (c) the historical trajectories and strategic ambitions underpinning context-specific social arrangements and interactions that are mediated by temporal and spatial dimensions. Drawing on evolutionary economic geography, innovation studies, management and organization studies, and historical perspectives, the volume advances a new mode of understanding university-regional engagement as a form of extendable temporary coupling, which also helps to address perennial policy and managerial questions alike of what to do with universities that do not serve local labour market needs and/or are located in regions suffering from brain drain. Ways that colleges are involved in economic development and how these roles develop at different colleges are discussed, along with the rationale and benefits for college involvement in economic development. Attention is directed to key programmatic, policy, organizational, and strategic issues that need to be addressed with increased college participation. In addition to a literature review, information sources included: a mail survey of almost 300 public colleges and universities; telephone interviews with researchers, public officials, association representatives, and college and university leaders; and site visits to seven public universities. For seven economic objectives, college roles in economic development are identified, as are the colleges which serve as examples, possible economic benefits for each objective/role, possible institutional benefits, and some potential concerns. College roles in economic development are described for specific institutions of the following types: regional, urban, historically black, technological, and flagship campuses at state university systems. Also considered are 10 prerequisites for success for college involvement in economic development. Finland, South Korea and the state of North Carolina in the United States are three systems that successfully have harnessed higher education in their economic development initiatives. Common to the success of all these systems is, amongst others, the link between economic and education planning, quality public schooling, high tertiary participation rates with institutional differentiation, labour market demand, cooperation and networks, and consensus about the importance of higher education for development. Linking higher education and economic development: Implications for Africa from three successful systems draws together evidence on the three systems, synthesises the key findings, and distils the implications for African countries. The project on which the book is based forms part of a larger study on Universities and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA).
