"In Spare the Rod, historian Campbell F. Scribner and philosopher Bryan R. Warnick think deeply about punishment and discipline practices in American schooling. To delve into this controversial subject, the authors carefully consider two major issues. The first involves questions of meaning. How have concepts of discipline and punishment in schools changed overtime? What purposes are they supposed to serve? And what can they tell us about our assumptions about education? The second issue involves the justification of punishment and discipline in schools. Are public school educators ever justified in punishing or disciplining students? Are these things important for moral education? Or, are they fundamentally opposed to education? If some form of punishment is justified in schools, what ethical guidelines should direct its administration? This Brief reviews the past, present, and future use of school corporal punishment in the United States, a practice that remains legal in 19 states as it is constitutionally permitted according to the U.S. Supreme Court. As a result of school corporal punishment, nearly 200,000 children are paddled in schools each year. Most Americans are unaware of this fact or the physical injuries sustained by countless school children who are hit with objects by school personnel in the name of discipline. Therefore, Corporal Punishment in U.S. Public Schools begins by summarizing the legal basis for school corporal punishment and trends in Americans’ attitudes about it. It then presents trends in the use of school corporal punishment in the United States over time to establish its past and current prevalence. It then discusses what is known about the effects of school corporal punishment on children, though with so little research on this topic, much of the relevant literature is focused on parents’ use of corporal punishment with their children. It also provides results from a policy analysis that examines the effect of state-level school corporal punishment bans on trends in juvenile crime. It concludes by discussing potential legal, policy, and advocacy avenues for abolition of school corporal punishment at the state and federal levels as well as summarizing how school corporal punishment is being used and what its potential implications are for thousands of individual students and for the society at large. The disturbing truth: school suspension does more than impede Black students' academic achievement—it also impacts their parents' employment and can violate state and federal laws. Finalist of the C. Wright Mills Award by the Society for the Study of Social Problems Decades of urban disinvestment and poverty have made educational attainment for Black youth more vital than at any time in recent history. Yet in their pursuit of quality education, many Black families are burdened by challenging barriers to success, most notably the frequency and severity of school punishment. Such punishment is meant to be a disciplinary tool that makes schools safer, but it actually does the opposite—and is particularly harmful for Black students and their families. Focusing on schools in inner-city and suburban Detroit, Charles Bell draws on 160 in-depth interviews with Black high school students, their parents, and their teachers to illuminate the negative outcomes that are associated with out-of-school suspension. Bell also sheds light on the inherent shortcomings of school safety measures as he describes how schools fail to protect Black students, which leaves them vulnerable to bullying and victimization. The students he interviews offer detailed insight into how the lack of protection they received in school intensified their fear of being harmed and even motivated them to use violence to establish a reputation that discouraged attacks. Collectively, their narratives reveal how receiving a suspension for fighting in school earned them respect, popularity, and a reputation for toughness—transforming school punishment into a powerful status symbol that destabilizes classrooms. The image of the hickory stick as basic to one room schoolhouse education has become a part of the popular culture. When people visualize the one room schoolhouse, the school-marm with a stick in her hand is often part of that image. When youngsters visit a restored one room schoolhouse, a common question is, “Did the teachers really beat kids with a stick?” The record suggests that, generally speaking, teachers in the nineteenth century were very harsh and could be quite violent. Yes, a stick was often used, but a number of other punishments were also employed, many that by today’s standards would be considered child abuse. Using a variety of firsthand reports from students (and some teachers) we explore the range of punishments used in nineteenth century schools and document how their use changed over the course of the years.
