Russian President Vladimir Putin has implemented a set of policies toward his neighbors intended to help him re-establish his country's status as a major world power. These have included dominating, as far as possible, the independent states that once were part of the USSR and preventing further NATO encroachment on Russia's borders. He has also sought a pragmatic partnership with China to help bolster the Russian economy in the face of Western sanctions and declining revenues from oil and gas. This book argues that Putin's efforts have been largely, although not entirely, successful. Inthe future, however, the weakness of the Russian economy as compared to China's may pose a threat to Moscow's ability to maintain a Russian sphere of influence in its own neighborhood.

Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

"Because of both history and geography, the Finnish relationship with Russia is unique in Europe. At the same time the Finnish perception of Russia as a source of security challenges is acute. Finland is engaged in a debate over whether it would be desirable to seek membership of NATO in order to mitigate these challenges. A full and frank debate has been difficult because it is constrained by a range of political and societal taboos; nevertheless there are indicators that a move toward NATO is not impossible in the foreseeable future. If Finland were to opt for joining NATO, this would register in Russian defence and security thinking as a serious concern. Unlike the Baltic accession in 2004, the response from the newly assertive Russia could potentially be swift and damaging. This would also have implications for Russian relations with the EU, of which Finland has been a member since 1995. Many in Finland see the EU as a security provider, and there is confusion in the national debate between EU or Nordic security policy cooperation and an actual defensive alliance. Finland's NATO argument is a complex and multi-faceted one, made even more so by regional and cultural specifics; but it needs to be understood because its result could have a major impact on Russia's relationships with both NATO and the EU."--Page i.

Before Russia invaded Ukraine, it invaded Georgia. Both states are part of Russia's "near abroad" - newly independent states that were once part of the Soviet Union and are now Russia's neighbors. While the Russia-Georgia war of 2008 faded from the headlines in the wake of the global recession, the geopolitical contest that created it did not. Six years later, the spectre of a revanchist Russia returned when Putin's forces invaded and annexed the Crimean peninsula, once part of Russia but an internationally recognized part of Ukraine since the Soviet collapse. Crimea's annexation and follow on conflict in eastern Ukraine have generated the greatest geopolitical crisis on the European continent since the end of the Cold War. In Near Abroad, the eminent political geographer Gerard Toal moves beyond the polemical rhetoric that surrounds Russia's interventions in Georgia and Ukraine to study the underlying territorial conflicts and geopolitical struggles. Central to understanding are legacies of the Soviet Union collapse: unresolved territorial issues, weak states and a conflicted geopolitical culture in Russia over the new territorial order. As a result of the Aigun (1858) and Beijing Treaties (1860) Russia had become a participant in international relations of Northeast Asia, but historiography has underestimated the presence of Russia and the USSR in this region. This collection elucidates how Russia's expansion affected early Meiji Japan's policy towards Korea and the late Qing Empire's Manchurian reform. Russia participated in the mega-imperial system of transportation and customs control in Northern China and created a transnational community around the Chinese Eastern Railway and Harbin City. The collection vividly describes daily life of the emigre Russians' community in Harbin after 1917. The collection investigates mutual images between the Russians and Japanese through the prism of the descriptions of the Japanese Imperial House in Russian newspapers and memoirs written by Russian POWs in and after the Russo-Japanese War and war journalism during this war. The first Soviet ambassador in Japan, V. Kopp, proposed to restore the division of spheres of interest between Russia and Japan during the tsarist era and thus conflicted People's Commissar of Foreign Affairs, G. Chicherin, the Soviet ambassador in Beijing, L. Karakhan, and Stalin, since the latter group was more loyal to the cause of China's national liberation. As a whole, the collection argues that it is difficult to understand the modern history of Northeast Asia without taking the Russian factor seriously.
