This book presents the first large-scale study of lobbying strategies and outcomes in the United States and the European Union, two of the most powerful political systems in the world. Every day, tens of thousands of lobbyists in Washington and Brussels are working to protect and promote their interests in the policymaking process. Policies emanating from these two spheres have global impacts—they set global standards, they influence global markets, and they determine global politics. Armed with extensive new data, Christine Mahoney challenges the conventional stereotypes that attribute any differences between the two systems to cultural ones—the American, a partisan and combative approach, and the European, a consensus-based one. Mahoney draws from 149 interviews involving 47 issues to detail how institutional structures, the nature of specific issues, and characteristics of the interest groups combine to determine decisions about how to approach a political fight, what arguments to use, and how to frame an issue. She looks at how lobbyists choose lobbying tactics, public relations strategies, and networking and coalition activities. Her analysis demonstrates that advocacy can be better understood when we study the lobbying of interest groups in their institutional and issue context. This book offers new insights into how the process of lobbying works on both sides of the Atlantic.

At a time when Europe and business stand at crossroads, this study provides a perspective into how business representation in the EU has evolved and valuable insights into how to organize lobbying strategies and influence policy-making. Uniquely, the authors analyze business lobbying in Brussels by drawing on insights from political science, public management, and business studies. At the macro level, we explore over 30 years of increasing business lobbying and explore the emergence of a distinct European business-government relations style. At the meso level, we assess how the role of EU institution, policy types, and the policy cycle shape the density and diversity of business lobbying activity. Finally, at the micro level we seek to explore how firms organize their political affairs functions and mobilized strategic political responses. The study uses a variety of methods to analysis the business government relations drawing on unique business and policy-maker surveys; in-depth case studies and elite interviews; large statistical analysis of lobbying registers to assess density and diversity across policy areas and EU institutions; and managerial career path and organizational analysis to assess corporate political capabilities. An empirically rich study of the influence of social networks on corporate governance across countries and the emergence of a new transnational community. The financial crisis of 2008 laid bare the hidden network of relationships in corporate governance: who owes what to whom, who will stand by whom in times of crisis, what governs the provision of credit when no one seems to have credit. This book maps the influence of these types of economic and social networks—communities of agents (people or firms) and the ties among them—on corporate behavior and governance. The empirically rich studies in the book are largely concerned with mechanisms for the emergence of governance networks rather than with what determines the best outcomes. The chapters identify “structural breaks”—privatization, for example, or globalization—and assess why powerful actors across countries behaved similarly or differently in terms of network properties and corporate governance. The chapters examine, among other topics, the surprisingly heterogeneous network structures that contradict the common belief in a single Anglo-Saxon model; the variation in network trajectories among the formerly communist countries including China; signs of convergence in response to the common structural breaks in Europe; the growing structural power of women due to gains in gender diversity on corporate governance in Scandinavia; the “small world” of merger and acquisition activity in Germany and the United States; the properties of a global and transnational governance network; and application of agent-based models to understanding the emergence of governance.

A generation ago, scholars saw interest groups as the single most important element in the American political system. Today, political scientists are more likely to see groups as a marginal influence compared to institutions such as Congress, the presidency, and the judiciary. Frank Baumgartner and Beth Leech show that scholars have veered from one extreme to another not because of changes in the political system, but because of changes in political science. They review hundreds of books and articles about interest groups from the 1940s to today; examine the methodological and conceptual problems that have beset the field; and suggest research strategies to return interest-group studies to a position of greater relevance. The authors begin by explaining how the group approach to politics became dominant forty years ago in reaction to the constitutional-legal approach that preceded it. They show how it fell into decline in the 1970s as scholars ignored the impact of groups on government to focus on more quantifiable but narrower subjects, such as collective-action dilemmas and the dynamics of recruitment. As a result, despite intense research activity, we still know very little about how groups influence day-to-day governing. Baumgartner and Leech argue that scholars need to develop a more coherent set of research questions, focus on large-scale studies, and pay more attention to the context of group behavior. Their book will give new impetus and direction to a field that has been in the academic wilderness too long.
