Qué hacemos para reparar a las víctimas, hacer justicia, acabar con la impunidad y por la construcción de la memoria histórica. En la mayoría de países democráticos el conocimiento del pasado, así como la reparación y justicia para las víctimas de períodos represivos, son parte de los cimientos del propio sistema. Por el contrario, en el caso de España, la debilidad de la democracia tiene su raíz en la impunidad de la dictadura, el abandono de las víctimas y la ausencia de políticas de memoria. Hablar de memoria histórica no es una vuelta al pasado: es una necesidad del presente, pues no seremos una democracia plena sin antes reparar y dignificar a las víctimas. Casi cuatro décadas después de la muerte de Franco, queda mucho por hacer. La insuficiente ley de memoria histórica, las vías judiciales abiertas, la acción del movimiento ciudadano; y la responsabilidad de los distintos agentes políticos y sociales, centran nuestras propuestas para construir una memoria democrática. Es decir, para construir democracia.

La Historia Social de las Instituciones Punitivas está necesitada en España de encuentro y debate, de confrontación y colaboración entre investigadores e investigadoras. El libro electrónico que aquí se presenta es una buena muestra de lo que allí se comunicó y discutió. Social History of Punitive Institutions in Spain needs meetings and discussions, comparison and collaboration between researchers. Only then it will become visible and intelligible as a historiographical trend and, above all, as a theoretical-methodological hope, because in fact, now it is more than conceivable as a historiographical practice. Here in this book are outlined, along with the achievements, the shortcomings and the most pressing challenges. Far from seeking an extemporaneous autonomy, Social History of Punitive Institutions wants to try to find its own feasibility based on intersections and good mixings. Those objectives were considered by the Study Group about History of Prison and Punitive Institutions (Grupo de Estudio sobre la Historia de la Prisión y las Instituciones Punitivas, GEHPIP) –an interuniversity team and with central office at Universidad de Castilla-La Mancha (UCLM)– when organising what it decided to name in an homonymous way 1st International Congress on History of Prison and Punitive Institutions (I Congreso Internacional sobre Historia de la Prisión y las Instituciones Punitivas), held in Ciudad Real (Spain) from 10 to 12 April 2013. Desde su mismo nacimiento la Historia, como la ciencia social, ha consistido en un relato selectivo de los hechos del pasado, y ese proceso de selección ha estado acompañado, necesariamente, de un componente ideológico y cultural, explícito o tácito. Es obvio que la Historia no puede registrar todos los hechos sucedidos, de la misma forma que los mapas no pueden reflejar todos los accidentes geográficos. El historiador se ve obligado a seleccionar los acontecimientos y a construir a partir de ellos uno solo de los relatos posibles. La verdad es que cada época se ve en la obligación de reescribir su propio relato del pasado, porque el pasado necesita ser revisado de manera continua, pero con todas las garantías de un riguroso método analítico y sin apriorismos ni manipulaciones elementales.
