"Para Norbert Lechner pensar la política es pensar sus aporías. La filosofía política sólo adquiere sentido cuando su operación básica consiste en el desmontaje de lo que aparece como "natural", como un exergo de la naturaleza, como una "esencia". Sin política no hay utopía, sin utopía no hay política. Se trata, según Lechner -de acuerdo con los textos que se reúnen en este segundo volumen de sus Obras-, de un concepto-límite que vertebra el mundo de las intenciones contingentes, sin el cual esas intenciones no podrían trascender su contingencia. Pero es una utopía a la cual entramos y de la cual salimos cada día. Es la idea de actuar apegados a la máxima de que el futuro no es lo que dejamos de ser, ni tampoco lo que deseamos ser, sino lo que estamos siendo. En la cartografía de las teorías sobre la democracia de los años ochenta del siglo XX, que el mismo Lechner ha desdibujado, hay algo en común: un retorno a Rousseau, a los dilemas del derecho natural; un retorno en el que se ha producido una ausencia y se ha desplazado un orden constitutivo de la operación democrática. Lo que omiten las interpretaciones que han surgido al calor del legitimismo o del funcionalismo, las dos visiones en las que Lechner divide esta morfología, es la cuestión acerca de la relación entre Estado y democracia. Los ensayos reunidos en ¿Qué significa hacer política? fueron escritos durante la primera mitad de los años ochenta, bajo el signo de este dramático interrogante.
