This book aims to make a contribution to the theory, research and practice on quality and equity in education by providing a comprehensive overview of these two dimensions of educational effectiveness and proposing a methodological instrument that may be used to measure the contribution that each school can make to promoting equity. The importance of using this instrument is demonstrated by analysing results of various effectiveness studies conducted over the last decade. The book draws upon research across the world, especially research conducted in the Europe, the United States, and Australasia. It is shown that promoting equity has no negative effect on the promotion of quality. The importance of using this methodological instrument to identify factors that promote both quality and equity at different educational levels (i.e. teacher, school and educational system) is stressed. The book also demonstrates how we can measure stability and changes in the effectiveness status of schools over time in terms of fostering quality and equity. In addition it underlines the importance of identifying factors measuring changes in the effectiveness status of schools in terms of equity and points to the alternative strategies that can be used at school and system level. In our attempt to encourage the further development and use of this methodology for school improvement purposes, we demonstrate how experimental studies can be conducted to discover whether and under which conditions the proposed methodology can help schools promote both quality and equity. Finally, implications for school evaluation, research, educational policy and practice are drawn. In this way, the book contributes significantly to the debate on how quality and equity can be achieved and encourages policy-makers and practitioners not to view these two dimensions of effectiveness as being in competition with each other but as constituting the major objectives of any reform policy and/or improvement effort at school and/or national levels.

The Pakatan Harapan (PH) government promised education reforms before getting elected in 2018, and presently grapples with the complexities of making good on those pledges while seeking to negotiate continuity and change with regard to the previous administration’s Malaysian Education Blueprint launched in 2013. This article situates the education reforms in the context of Malaysia’s highly centralized administration, embedded practices and policy initiatives of recent years. Discussion focuses on three areas—quality, equity, autonomy—where PH has more distinctly differentiated itself from its predecessor. On the quality of national schools, efforts to alleviate teachers’ bureaucratic workload and enhance the schooling experience mark a positive start. However, transforming mindsets and practices will require more systemic changes, critical self-reflection, and sustained efforts on difficult matters, particularly in basic schooling and technical and vocational programmes. On equity, the government’s consistent attention to Bottom 40 (B40) households progressively allocates opportunity, and continual need to address ethnic concerns poses steep challenges. However, policy responses tend to unfold in an ad hoc manner, and the balancing of ethnic interests lacks clarity and coherence. On autonomy, at the institutional level, legislative overhaul in higher education is in the works, while at the personal level, academic freedom clearly thrives more under PH administration. Meaningful and effective reform will hinge on devolution of power away from central government, institutionalization of autonomy, and depoliticization of the system.

Educational equity and quality are not only research issues which cut across different disciplines but are major determinants of socio-economic and human development in both industrial and developing countries. The status and role of mathematics, a subject which has long enjoyed a privileged status in school curricula worldwide due to its perceived role in science and technology, render equity and quality in mathematics education at the heart of human development. This is reflected by governments’ relatively large investments in improving the quality of mathematics education and extending it to marginalized and underprivileged groups. The purpose of Toward Equity in Quality in Mathematics Education is four-fold. First, the book examines the constructs of equity and quality and their interdependence from different perspectives. Second, it develops a conceptual framework for studying and analyzing the two constructs. Third, it examines, consolidates, and re-structures the literature on equity and quality in mathematics education. Finally, using data from TIMSS 2003, the book investigates the within and across country impact of the different equity-related factors on mathematics achievement in a sample of countries representative of worldwide geographical and cultural regions. Towards Equity in Quality in Mathematics Education uses a multi-dimensional conceptual framework to study and analyze issues in equity and quality. The framework consists of five perspectives hypothesized as determinants of equity in quality in mathematics education: Mathematical, societal, educational, ideological, and genetic. The framework can be thought of as a pyramid with mathematics as its base and the societal, educational, ideological, and genetic perspectives as its faces. Thus, each point within this pyramid represents a unique equity in quality situation i.e. with different coordinates with respect to mathematical, societal, educational, ideological, and genetic perspectives. Towards Equity in Quality in Mathematics Education is useful for teachers and researchers in mathematics education.
