Modern education, conceived in the late 18th century and expanded in the early 19th century to promote enlightenment and social equality, may finally be nearing its institutional limit. Over the past decade, following nearly a century of steady gains, there has been little further advancement in modern education. The modern system has proved effective in serving the interests of the established core of contemporary society, but ineffective in reaching for the periphery. The contributors to this volume offer various corrective approaches to correct this state of affairs.

Due to the development of the international Education for All and Education for Sustainable Development movements, for which UNESCO is the lead agency, there has been an increasing emphasis on the power of education and schooling to help build more just and equitable societies. Thus giving everyone the opportunity to develop their talents to the full, regardless of characteristics such as gender, socio-economic status, ethnicity, religious persuasion, or regional location. As enshrined in the United Nations Declaration on Human Rights over five decades ago, everyone has the right to receive a high quality and relevant education. In order to try to achieve this ideal, many countries are substantially re-engineering their education systems with an increasing emphasis on promoting equity and fairness, and on ensuring that everyone has access to a high quality and relevant education. They are also moving away from the traditional outlook of almost exclusively stressing formal education in schools as the most valuable way in which people learn, to accepting that important and valuable learning does not just occur in formal, dedicated education institutions, but also through informal and non-formal means. Thus learning is both lifelong and life-wide. This book brings together the experience and research of 40 recognised and experienced opinion leaders in education around the world. The book investigates the most effective ways of ensuring the UNESCO aim of effective education for all people in the belief that not only should education be a right for all, but also that education and schooling has the potential to transform individual lives and to contribute to the development of more just, humane and equitable societies.

The "Improving the Quality of Education for All" (IQEA) school improvement project has, over the last ten years, reduced and evaluated a model of development that strengthens the school's ability to provide high quality education for all its pupils by building on existing good practice. The schools within the IQEA network have also provided the setting for a long-term investigation into the processes of school change and the enhancement of student achievement. This book provides many practical staff development activities and gives examples of specific changes which have taken place in IQEA schools, relating both to the progress of students and the professional development of their teachers. These training activities and examples demonstrate that improving the quality of education has many facets, not all of which can be measured and translated into league tables.

Funding, efficiency, and equity in education In OECD countries the average expenditure on primary and secondary education institutions is about 3.5% of GDP. The investment in education has large implications for economic development and the proper functioning of democratic institutions, as well as overall well-being. However, clear consensus and guidance on which system leads to the best educational outcomes is lacking. This volume describes the resource allocation for compulsory and special needs education for a selection of well-performing countries and regions on PISA tests. By studying the funding systems in well-performing countries and regions the authors identify the elements in the respective funding systems that are associated with best outcomes and have the ideal characteristics to pursue particular goals of education systems such as equity and efficiency. The funding methods of primary and secondary education as well as special needs education are covered. Ebook available in Open Access. This publication is GPRC-labeled (Guaranteed Peer-Reviewed Content).

The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume addresses SDG 4, namely "Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all" and contains the description of a range of terms, to allow a better understanding and foster knowledge. Concretely, the defined targets are: Ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes Ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education Ensure equal access for all women and men to affordable and quality technical, vocational and tertiary education, including university Substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship Eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations Ensure that all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy Ensure that all learners acquire the knowledge and skills needed to promote sustainable development, including, among others, through education for sustainable development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace and non-violence, global citizenship and appreciation of cultural diversity and of culture’s contribution to sustainable development Build and upgrade education facilities that are child, disability and gender sensitive and provide safe, non-violent, inclusive and effective learning environments for all Substantially expand globally the number of scholarships available to developing countries, in particular least developed countries, small island developing states and African countries, for enrollment in higher education, including vocational training and information and communications technology, technical, engineering and scientific programmes, in developed countries and other developing countries Substantially increase the supply of qualified teachers, including through international cooperation for teacher training in developing countries, especially least developed countries and small island developing states Editorial Board Olivia A.M. Transitioning to Quality Education focuses on the fourth UN Sustainable Development Goal. According to SDG 4, every learner should acquire the knowledge and skills needed to promote sustainable development (UN 2015, 17). Thus, the aim of sustainability education is to foster learners to be creative and responsible global citizens, who critically reflect on the ideas of sustainable development and the values that underlie them, and take responsible actions for sustainable development (UNESCO 2017). Sustainability is strongly connected to attitudes and values, therefore, applications of sustainability are complicated. Quality education requires teachers to have competences, knowledge, and skills to be able to plan and carry out meaningful education and teaching in sustainability. The aim of Transitioning to Quality Education is to provide versatile experiences and new knowledge on the cognitive, affective, and social issues that are important for promoting sustainable development in formal and non-formal education. Transitioning to Quality Education is part of MDPI's new Open Access book series Transitioning to Sustainability. With this series, MDPI pursues environmentally and socially relevant research which contributes to efforts toward a sustainable world. Transitioning to Sustainability aims to add to the conversation about regional and global sustainable development according to the 17 SDGs. The book series is intended to reach beyond disciplinary, even academic boundaries.

An earlier version of this paper was presented at the 1999 International Congress for School Effectiveness and Improvement, held in San Antonio. Assoc. Professor Tony Townsend argues that we are at a stage where the nature of schools needs to be reconceptualised/ He suggests some 'tentative steps' towards a new charter for education in the third millenium. He provides a historical perspective; outlines where we are now; comments on progress; discusses relevant findings from international research; and explores a range issues including the impact of choice of school on school performance.. He compares second and third millennium thinking on education and schools and identifies focuses for school development in terms of technology use; collaborative learning; teaching for the individual and for more than one form of intelligence; focusing on process skills; working towards lifelong learning communities.________________________
