In The Russian Quest for Peace and Democracy, Metta Spencer recounts the political and military changes that have occurred in Russia up to mid-2010. Using hundreds of interviews she conducted with officials, dissidents, and liberal intellectuals, she describes the various groups, forces, and individuals that worked to liberalize the totalitarian Soviet Union and its fellow nations behind the Iron Curtain, and which ultimately brought about the dissolution of those repressive governments. Spencer identifies four political orientations to describe Soviet society: 'Sheep,' ordinary citizens who accepted the undemocratic regime they lived in without challenging it; 'Dinosaurs,' hard-line Communist officials; 'Termites,' including Mikhail Gorbachev and his advisers and government; and 'Barking Dogs,' a few hundred dissidents who made 'a lot of noise' protesting, hoping to awaken a grass-roots demand for democracy. The strange rivalry between the Termites and Barking Dogs would ultimately doom perestroika. Spencer's research dispels the widely-held perception that US President Ronald Reagan 'won' the Cold War by standing firm until the Soviet Union 'blinked first.' There are vitally important lessons to be learned from the Soviet period, about how to assist citizens of totalitarian and authoritarian regimes around the world. The irony is that transnational civil society organizations, major sources of the progress in Soviet Russia, are still needed today in authoritarian Russia, under Vladimir Putin and Dmitry Medvedev, for totalitarianism remains a potential social trap. Since the uprisings of 2010 and 2011, it has often been assumed that the politics of the Arab-speaking world is dominated, and will continue to be dominated, by orthodox Islamic thought and authoritarian politics. Challenging these assumptions, Line Khatib explores the current liberal movement in the region, examining its activists and intellectuals, their work, and the strengths and weaknesses of the movement as a whole. By investigating the underground and overlooked actors and activists of liberal activism, Khatib problematizes the ways in which Arab liberalism has been dismissed as an insignificant sociopolitical force, or a mere reaction to Western formulations of liberal politics. Instead, she demonstrates how Arab liberalism is a homegrown phenomenon that has influenced the politics of the region since the nineteenth century. We Fought the Navy and Won is a carefully documented yet impassioned recollection of Guam’s struggle to liberate itself from the absolutist rule of the U.S. Navy. Doloris Cogan concentrates on five crucial years, 1945–1950, when, fresh out of journalism school, she had the good fortune to join the distinguished team of idealists at the newly formed Institute of Ethnic Affairs in Washington, D.C. Working as a writer/editor on the monthly Guam Echo under the leadership of the Institute’s director, John Collier, Cogan witnessed and recorded the battle fought at the very top between Collier and Navy Secretary James V. Forrestal as the people of Guam petitioned the U.S. Congress for civilian government under a constitution. Taken up by newspapers throughout the country, this war of words illustrated how much freedom of the press plays in achieving and sustaining true democracy. Part of the story centers around a young Chamorro named Carlos Taitano, who returned home to Guam in 1948 after serving in the U.S. Army in the Pacific. Taitano joined his colleagues in the lower house and walked out of the Guam Congress in 1949 to protest the naval governor, who had refused their right to subpoena an American businessman suspected of illegal activity. The walkout was the catalyst that brought approval of the Organic Act of Guam, which was signed into law by President Truman in 1950. We Fought the Navy and Won is the first detailed look at the events surrounding Guam’s elevation from military to civilian government.
