Discusses in nontechnical language ten central questions about technology that illuminate what technology is and why it matters. Technology matters, writes David Nye, because it is inseparable from being human. We have used tools for more than 100,000 years, and their central purpose has not always been to provide necessities. People excel at using old tools to solve new problems and at inventing new tools for more elegant solutions to old tasks. Perhaps this is because we are intimate with devices and machines from an early age—as children, we play with technological toys: trucks, cars, stoves, telephones, model railroads, Playstations. Through these machines we imagine ourselves into a creative relationship with the world. As adults, we retain this technological playfulness with gadgets and appliances—Blackberries, cell phones, GPS navigation systems in our cars. We use technology to shape our world, yet we think little about the choices we are making. In Technology Matters, Nye tackles ten central questions about our relationship to technology, integrating a half-century of ideas about technology into ten cogent and concise chapters, with wide-ranging historical examples from many societies. He asks: Can we define technology? Does technology shape us, or do we shape it? Is technology inevitable or unpredictable? (Why do experts often fail to get it right?)? How do historians understand it? Are we using modern technology to create cultural uniformity, or diversity? To create abundance, or an ecological crisis? To destroy jobs or create new opportunities? Should "the market" choose our technologies? Do advanced technologies make us more secure, or escalate dangers? Does ubiquitous technology expand our mental horizons, or encapsulate us in artifice? These large questions may have no final answers yet, but we need to wrestle with them—to live them, so that we may, as Rilke puts it, "live along some distant day into the answers."

The election of Ronald Reagan in 1980 was said to herald a new mood of opposition to government regulation. But at the same time, large and vocal segments of the population have been demanding that corporations and regulatory agencies address public concerns about technological safety. What do we really know about people's perceptions of technological risk and their judgments about appropriate levels of technological regulation? Perceptions of Technological Risks and Benefits analyzes the results of a unique body of survey data—the only large-scale, representative survey of public attitudes about risk management in such technologies as nuclear power, handguns, auto travel, and industrial chemicals. The findings demonstrate that public judgments are not simply anti-technological or irrational, but rather the product of a complex set of factors that includes an awareness of benefits as well as a sensitivity to the "qualitative" aspects of risk (how catastrophic, dreaded, or poorly understood a hazard seems to be). This volume offers striking evidence that whatever Americans may think about government regulation in general, they are remarkably consistent in desiring stricter regulation of technological safety. These conclusions suggest that the current trend away from regulation of technology reflects a less than perfect reading of public sentiment.

For better and worse, the future is often conceived in technological terms. Technology is supposed to meet the challenge of climate change or resource depletion. And when one asks about the world in 20 or 100 years, answers typically revolve around AI, genome editing, or geoengineering. There is great demand to speculate about the future of work, the future of mobility, Industry 4.0, and Humanity 2.0. The humanities and social sciences, science studies, and technology assessment respond to this demand but need to seek out a responsible way of taking the future into account. This collection of papers, interviews, debates grew out of disagreements about technological futures, speculative ethics, plausible scenarios, anticipatory governance, and proactionary and precautionary approaches. It proposes Hermeneutic Technology Assessment as a way of understanding ourselves through our ways of envisioning the future. Academic and practitioner journals in fields from electronics to business to language studies, as well as the popular press, have for over a decade been proclaiming the arrival of the "computer revolution" and making far-reaching claims about the impact of computers on modern western culture. Implicit in many arguments about the revolutionary power of computers is the assumption that communication, language, and words are intimately tied to culture -- that the computer's transformation of communication means a transformation, a revolutionizing, of culture. Moving from a vague sense that writing is profoundly different with different material and technological tools to an understanding of how such tools can and will change writing, writers, written forms, and writing's functions is not a simple matter. Further, the question of whether -- and how -- changes in individual writers' experiences with new technologies translate into large-scale, cultural "revolutions" remains unresolved. This book is about the relationship of writing to its technologies. It uses history, theory and empirical research to argue that the effects of computer technologies on literacy are complex, always incomplete, and far from unitary -- despite a great deal of popular and even scholarly discourse about the inevitability of the computer revolution. The author argues that just as computers impact on discourse, discourse itself impacts technology and explains how technology is used in educational settings and beyond.
